The system of business environment institutions (BEI) plays an important role in the diffusion of technology process and assists the innovative entreprenuership development. Its support is especially important in the emerging areas of innovation like scale-ups. This group of SMEs is considered to be another way of innovation but still faces many difficulties in development. At the same time, according to the research results pointed in documents shown in section 1.3.2 and data available in the work program despite the number and variety of BEI they are still not sufficient enough for the appropriate innovation stimulation (includint effective support for scale-ups) in the partners states, which at the same time affects the level an quality of innovation and the competitiveness of the European economy. That is way TARR, TPlj, CTRIA, BARR and IRP decided to join their forces and by sharing knowledge and experience try to contribute in solving problem mentioned above. The main objective of this project is to develop through the lifetime of the project (9 months) basing on the scaleups analysis and the evaluation of current system tools and instruments, recommendations for improvement of the scaleups development support system for entrepreneurship policy makers and specialized business environment institutions operating as scale-ups supporters followed by dissemination of gained knowledge and experiences. The goals of the project will be achevied with the use of Twinning Advanced method. It assumes the cooperation of equal partners. Therefore it is possible not only to exchange and disseminate existing solutions but also to develop tecommendations for the new ones, which will eventually become godd practices in supporting first of all scale-up and secondly the innovation processes in general. Thus the main and specific objectives the work-flow of SCALESCRAPERS will comprise a one phase process, whoch is the development and dissemination of Design Options Paper.

SMEs play a significant role in achieving the objectives of European development strategies both by impact on the overall economic growth and by creating new and maintaining existing worksites. Their approach to different types of innovations affects overall outputs of the economy and influence its competitiveness. At present it seems that digital innovations specified by Inudstry 4.0 have overwhelming impact on EU position on the global markets. Improving regional economies based on traditional industries (including manufacturing) demands effective drivers to go for digital innovativeness effecting in increased capability which eventually leads to lower overall costs. Data shows that there is a huge gap in general innovation performance between the actors of highly developed countries like Finland and countries from Central Europe like Czechia and Poliand. Most probably it is caused not only by low innovation activity of SMEs but also by unsuited policies and also insufficient engagement, lack of knowledge and skills among business environment institutions with innovation agencies on the first place. Thus implementation of common project by the Partners from Czechia, Finland and Poland will lead to dissemination of successful Finnish approach which will be enriched by experiences of countries from Central Europe. Last but not least to be considered in the context of widely defined digital innovativeness is the impact on environment since it is said that Industry 4.0 has the potential to enhance global manufacturing output to meet rising human needs without hurting the environment. In other words it can make the world more sustainable. Considering all mentioned above the project goal is to foster support digital innovations whithin SMEs manufacturing sector by delivering new apporaches for policy makers and business environment institutions in order to strenghten European economy and sustainable development.

The KAM2CentralPoland project will be implemented by the consortium called EEN-CP in central parts of Poland. The main objective of the project is to increase the efficiency and the effectiveness of R&D and innovation investments that will contribute to smart growth in EU countries. Main objective of the project will be implemented via two specific objectives: (1) To increase the innovation potential of small and medium enterprises lacking professional support in the field of innovation management. (2)To increase the economic potential among enterprises benefiting from The SME Instrument of H2020 by identifying bottlenecks and indicated solutions with the help of a capable coach. The innovation processes starts with an idea and ends with the innovation result, including leadership, management skills etc. Many EU regions, including Poland seem to lack complex services supporting innovation management. Regions covered by KAM2CentralPoland consortium belongs to more developed part of Poland, even so they still lack of complex services supporting innovation management. There are measures within the structural funds dedicated to the SME sector that support elements of innovation management but the coaching schemes still do not exist. Thus, both services the Key Account Management and the Enhancing the innovation management capacity of SMEs offered under this proposal address the challenges of the H2020 Work Program 2014-2015 Innovation in small and medium-sized enterprises and also meets the requirements of this consultations.
