The Centre will connect and support European Research & Innovation & Business (R&I&B) organizations in the Brazilian market, while strengthening the European Union’s position as a world leader in Science, Technology and Innovation. The Centre will achieve these goals by sustainably offering a diverse set of services, including networking and partnering; business consultancy; pooling and sharing resources; investment attraction; capacity building and awareness raising. The proposed methodology for setting up CEBRABIC relies upon a pillar-based approach – each corresponding to different chapters of a Business Plan: Strategic pillar (market analysis – Work Package (WP) 1 and strategic planning (WP2)); Marketing pillar (WP3); Operational pillar (WP4); and Financial pillar (WP5). The business model implementation (WP6) and the monitoring and evaluation (WP7) are also further pillars in the CEBRABIC methodological approach. The implementation of CEBRABIC will follow a three-staged strategy: the planning stage (from M1 to M12), in which the Centre’s business model (WP1-WP5) will be developed; the piloting stage (M12 to M24), focused on delivering services on an experimental basis (WP6); and the full implementation stage (M24-M48), in which CEBRABIC will be established as an independent legal entity and as a financially self-sustainable organization. As an open and dynamic Centre, CEBRABIC will build upon synergies and complementarities with relevant R&I&B organizations, particularly with European R&I&B organizations with presence in Brazil and SENAI Innovation Institutes, aiming to increase, diversify and consolidate the CEBRABIC service demand and offer. The project is implemented by a partnership of 12 organizations, led by Fraunhofer Gesellschaft, and including leading R&I&B organizations from Brazil, Portugal, Spain, Austria, Belgium, Hungary and Turkey.

INCOBRA is expected to contribute to (i) Increased cooperation patterns – by supporting cooperation networks among BR and EU R&I actors (Work Package –WP2), (ii) Enhanced framework conditions – by fostering coordination and alignment of R&I funding in BR and EU (WP3), (iii) More focused BR-EU R&I cooperation – by identifying emerging topics and opportunities in priority R&I areas for cooperation (WP1). Capacity building, sustainability will also be fully addressed by INCOBRA (WP4 and WP5, respectively). INCOBRA’s approach is completely aligned with the EU Strategy for International R&I Cooperation, the EU Roadmap for R&I Cooperation with BR, the BR-EU Policy Dialogue priorities and with the work of the Strategic Forum for International STI Cooperation (SFIC). It thus draws upon a multilateral perspective (interests and needs of BR-state level, BR-federal level, EU and EU-Member States), whilst capitalizing and going beyond the outcomes of the previous R&I cooperation project with Brazil (B.BICE+). INCOBRA’s approach also assumes innovation (holistic concept) as a key driver for BR-EU STI cooperation and Strategic Foresight as a relevant tool to anticipate R&I trends of mutual interest for BR and EU R&I actors, while promoting mutual openness of BR and EU R&I funding programmes to encourage cooperation. The INCOBRA consortium comprises 13 partners (7 from EU and 6 from BR), including Universities, Research Organizations, International Organizations, Technology Parks, Private Companies and Funding Agencies. Building upon a stakeholder-driven basis, INCOBRA already incorporates 36 organizations as members of the Stakeholder Group to be deployed during the project.

AANChOR will pursue this ambition by providing the EC and the BS Implementation Committee (to be established by signatories of the Statement) with a framework to identify and contribute to the implementation of concrete long-term collaborative activities, reinforcing international cooperation between Europe and tropical and South Atlantic countries and connecting with the challenges and research needs of the North Atlantic Ocean. AANChOR will be responsible for launching a multi-stakeholder platform to identify collaborative activities, building on national and international ongoing initiatives such as the All Atlantic Ocean Research Alliance and addressing activities aimed at reinforcing capacity building, promoting academia-industry knowledge transfer for an enhanced ocean innovation, developing common standards, enhancing citizen awareness and ocean literacy and converging and aligning R&I infrastructure initiatives. To contribute to the implementation of the identified joint activities, AANChOR will provide seed money for the first development stages of selected joint pilot actions and support the identification of the most appropriate existing funding mechanisms and tools for further development of the selected activities. AANChOR will also define long term measures for the sustainability of the cooperation framework beyond the lifetime of the CSA. Recognising the evolving nature of the BS implementation, flexibility has been incorporated into the structure of the CSA allowing its activities adjustment wherever needed. The consortium brings together partners from 5 European Countries, 2 Latin American countries and 2 African countries.

It will support delivery of priorities identified in the Water Joint Programming Initiative (Water JPI) Strategic Research and Innovation Agenda (SRIA) in order to reconcile water supply and demand, both in terms of quantity and quality, and also in terms of space and time. It covers the following sub-themes: • Enabling Sustainable Management of Water Resources; • Strengthening Socio-economic Approaches to Water Management. WaterWorks2017 includes 8 organisations from associated and third countries in an effort to reinforce international cooperation. Additional Activities will also be carried out to further support the implementation and strategy of the Water JPI. The overall aims include: • Supporting the implementation and development of the Water JPI on priorities identified in its SRIA; • Pooling financial resources from participating national and regional research programmes and implementing a co-funded transnational and multi-disciplinary call for research and innovation proposals; • Pooling additional financial resources to implement a joint call for proposals resulting in grants to third parties without EU co-funding (through a Thematic Annual Programming action - TAP); • Overcoming the fragmentation of European water related research, development and innovation (RDI) activities while avoiding overlaps with ongoing actions co-funded by the European Commission and/or the Member States; • Improving the implementation of research and innovation programmes in these fields through exchange of good practices; • Contributing to the implementation of EU Water policies, the UN Sustainable Development Goals (SDGs), in particular SDG 6 and SDG 13, as well as the conclusions of the COP21 Agreement; and • Seeking synergies with international research programmes beyond Europe.

AquaticPollutants aims at pooling resources from the 32 participating national and regional research programme owners / managers of 26 countries to implement a joint call for proposals (with EU co-funding). One of the most serious risks for freshwater and marine ecosystems and consequently human health derives from the occurrence of emerging pollutants and pathogens, especially antimicrobial resistant bacteria, in the environment. To face this challenge in a comprehensive way and to provide multidisciplinary solutions for a safe and clean aquatic ecosystems (freshwater, groundwater, marine) this ERA-NET Cofund is carried out as a collaboration between three Joint Programming Initiatives (JPIs): Water JPI “Water Challenges for a Changing World”, JPI Oceans “Healthy and Productive Seas and Oceans” and JPI AMR “On Antimicrobial Resistance”. The topic of the ERA-NET Cofund aims to deliver on priorities identified in the Research Agendas of the three JPIs. The overall objective is to strengthen the European Research Area (ERA) in the field of clean and healthy aquatic ecosystems and to leverage untapped potential in the collaboration between the freshwater, marine and health research areas. Moreover, AquaticPollutants includes 9 organizations from associated and third countries in an effort to reinforce and expand international cooperation. With new instruments in the Additional Activities the implementation of the co-funded call will be further supported and the cooperation of Water JPI, JPI Oceans and JPI AMR will be strengthened. It is envisaged to generate an increased visibility of the topic at European and international level and a stronger alignment of the three JPIs.
