The concept of the action is to develop a EU reference framework for establish operational synergies between Horizon 2020 and the European Structural and Investment Funds related to Circular Economy by: a) Sustaining the regional actors’ participation at H2020 The mechanism of the “vouchers”, already adopted in the past, will be reinforced an harmonized, in order to ensure common rules in EU regions and therefore encouraging to composition of international Consortia applying for circular economy projects related to the regional Smart Specialisation. b) Encouraging the entrepreneurial initiatives based on H2020 project’s results The participating Regions will agree about a specific rule in their Structural Funds giving an advantage for those initiatives targeted to the exploitation of the H2020 project results with a circular economy approach. c) Investigating the possibility of maximizing the H2020 investment through a “recovery”(fully or partial) of well ranked unfinanced proposals dealing with circular economy Even if there is a clear presence of several bureaucratic and operational barriers, a possible solution could have an impressive multiplier effect on the H2020 results. The approach of the action is to leverage on growing industry sectors in EU regions to act as a driver also for the less performing ones, through a circular economy approach, and to support the emergence of new actors in the regional economies leading to new or redesigned value chains.

By 2070, 30% of people in Europe are estimated to be aged >65. While the Social and Health Care (SHC) sector makes up 10% of total employment in the EU, estimations forecast an increase by more than 830,000 new jobs in the next 10 years. In this context, multi-professional teams, assessing users’ needs and shaping user-centred health and social community-based SHC plans, have been identified at EU level as top priorities.TEAMCARE project aims to enhance the responsiveness of SHC systems to current societal challenges targeting a specific existing mismatch between the skills currently characterizing SHC Professionals working in multi-professional teams and those skills actually demanded by the public sector to shift to resilient and sustainable systems centred on community-based services, such as transversal, soft and digital skills.The main expected output of the project will be an EU Curriculum for “Specialist in Community Based Interprofessional Teams (CBIT) for person-centered care”, based on an Integrated Framework of Competences and supplied with Guidelines for the instantiation in different countries. The Curriculum will be multidisciplinary, inter-professional, based on the main EU VET standards and supporting micro-credentials. These results will be tested through 4 HE pilot courses which will be implemented in 4 countries (IT, GR, PL, IR), thus testing Curriculum flexibility. An Integrated Platform supporting SHCPs’ formal and informal learning will be also released as well as Open Contents. Recommendations and a Roadmap targeting Decision Makers will be delivered and a scaling-up strategy will be implemented.The Alliance involves 12 full partners from 6 EU countries (Ireland, Italy, Greece, Poland, Belgium, Austria). Different stakeholders across EU will benefit from the project: SCHPs, HE and VET providers, private and public social and healthcare Institutions, decision makers, and final service users.

The proposed model will be implemented and demonstrated in Lodzkie Region, where key territorial partners, and particularly the Regional Institution, the scientific partner, the representative of civil society and Industry Groups, will play a relevant role in promoting, facilitating, and enabling systemics and circular economy at regional scale. The involvement of those relevant actors will allow the promotion of the circular economy and to reach relevant actors, such as municipalities, companies, consumers, and civil society, which will be engaged in a participatory approach to collect needs and perceived constraints. From this activity, the cluster system will identify and define a circular economy strategy, with clear objectives, measurable targets, and a proper monitoring method. Moreover, the cluster will facilitate collaborations and co-operations among relevant actors for boosting circularity. It will mean to: - Identify already available initiatives and policies at local, regional, national, and international level - Create platforms to explore opportunities and to share information, best practices, and successful examples - Activate a strong communication between universities, businesses, and civil society for the technological transfer - Exchange information and experiences with other Regions and Countries The proposal will foresee activities, such as the definition of regulatory instruments aimed at accelerating the transition to a circular economy creating a Circular Economy Action Plan (CEAP) in which the proposed systemic solution is embedded.

Moreover, administrations from East European countries did not have Vocational Education and Training formarly recognised during several years, and consequently the VET offer is very limited and often not existing in countries like Poland.The consortium of the Shoes Made in EU project decided to respond to the above problems by developing an innovative e-training material related to an updated curriculum of a footwear technician that would respond to the needs of both stakeholders. On the one hand, it would attract young people to the footwear profession as well as would give entrepreneurs certainty about the level of education of their future recruits. To achieve such aim, the consortium:- Updated and developped a new curriculum, based on the experience of Germany, Portugal and Poland;- Prepared training contents in accordance with the needs of the labour market;- Defined a model of education based on ECVET principles (enabling the mobility of young people) and compatible with workplace learning;The curriculum developed as well as the entire qualification path were therefore the basis for the development of didactic materials, which were implemented on a modern e-learning platform. The platform environment is an innovative tool to present knowledge to young people. Teaching materials are mainly displayed on PowerPoint presentations and instructional videos presenting the various stages of footwear production. In total, 14 modules have been developed:Unit 1: Footwear industry;Unit 2: Product engineering;Unit 3: Materials in the footwear industry;Unit 4: Cutting;Unit 5: Pre-stitching;Unit 6: Stitching;Unit 7: Pre-assembly;Unit 8: Assembly;Unit 9: Finishing and packaging;Unit 10: Production and productivity;Unit 11: Bonding;Unit 12: Quality and quality control;Unit 13: Health and safety;Unit 14: Communication and group work.After each session, the learner has the opportunity to solve a short test to verify the level of acquired knowledge.The next step was to the development of guidelines for those workers/ tutors in charge of conducting internship in the company. WBL (work base learning) is an inseparable element of gaining appropriate knowledge in the footwear profession. The guidelines provides interesting tips for the organisaiton of the internships and will bring the greatest benefits to the trainer and the trainee.All project activities and outcomes have been elaborated in consultation of footwear stakeholders (entrepreneurs, vocational education specialists, research institutes, etc.) under a format of a different ""round table"" for each of the activities. This was the most appropiate method to respond to the real needs of the industry.The actions taken and the goals mentioned have led to the following results:An update curriculum for the profession of footwear technician;A description of the path of education for the profession of footwear technician;Didactic materials divided into 14 modules;A handbook for theoretical online training;Guidelines on the implementation of practical training for VET teachers and business managersThe short-term impact has mainly related to:- The footwear sector has been involved in project activities. At least 300 respondents in Poland and 200 respondents in other partner countries;- Students and interested people who took part in the pilot test. At least 40 people from Poland and 30 from Portugal and Germany, a total of 100 participants;- Entrepreneurs who participated in the pilot phase of the WBL part;The project has have an impact on entities involved in the partnership, but above all on:- Enterprises with unqualified staff - already at the stage of the pilot test, during the project's duration, the entrepreneurs' great interest in the resulting didactic tool could be observed;- Vocational and continuing education institutions suitable for the Ministry of Science in Poland - use of materials for formal and non-formal education;- Young people seeking their professional path;- Institutes and training centres;- Participants in the activities of the different round tables.Significant impact is expected due to the consortium network relations: partners were selected not only because of their experience, competence and expertise, but also their connections to VET and businesses in the footwear sector in their respective regions and / or environment work, and, above all, because of their relationship with their respective public authorities."
