We want our project to allow a better understanding of the stakes and potentialities of the digital transition for actors who are far from it. We are developing this project with a view to digital inclusion and mediation. Because we firmly believe that digital technology is the business of all citizens and all organizations, we believe that digital acculturation is a major social issue for Social Economy organizations, which are the real transmission belts to the public that is furthest from digital technology. Thus, this project is in line with our values and will have an impact on the education and skills of social utility actors, their beneficiaries and especially young people and job seekers.<< Objectives >>The project consists in creating the future reference program for the development, dissemination and sharing of digital skills, adapted to the Social Economy. We have conceived the Social Tech Academy Europe as a program of education and digital acculturation intended to ""empower"" the actors of the Social Economy and their beneficiaries - among whom are job seekers and young people - in their digital transition. This community program is open source, democratic and practical, and is intended to ""empower"" Social Economy actors and people far from employment in their digital transition and their professionalization through social digital professions or Social Tech. Thus, it is based on the following objectives: - The sharing of practical, training and technical know-how with professionals who are traditionally far from and poorly trained in digital technology- The elaboration of online classes and a digital platform- The creation of a place for sharing between the digital and the Social Economy, two distant sectors- The fact of making the actors of the Social Economy actors of the digital mediation towards all the citizens, on all the territories, in particular those most distant from the digital - An exhaustive listing of experts on digital professions adapted to the Social and Solidarity Economy- Exhaustive Social Tech job descriptions and information thanks to partnerships with specialized training organizations - Research, analysis and framing work - Policy recommendation to increase the impact of the project<< Implementation >>We will implement the following activities: A European framework around Social Tech in Europe Training of trainers dedicated to Social Economy professionals A platform and online classes A media library for Social Tech professions “Social Tech Job Pedia” A Community and Policy building Learning expeditions around Social Tech jobs<< Results >>We have conceived the Social Tech Academy as a program of education and digital acculturation designed to ""empower"" the actors of the Social Economy, their beneficiaries - among whom in particular people looking for work and young people - in their digital transition. Indeed, our objective is, in line with the EU priority for 2019-2024 ""A Europe fit for the digital age"", to promote the development of digital skills for citizens who are traditionally far from it, so that it is beneficial for their professionalization in particular. In addition, we want to popularize the digital professions and the Social Economy (Social Tech) and make them more accessible to our beneficiaries, so that these professions develop for a social and digital Europe. We therefore want this project to become the future reference for the development, dissemination and sharing of digital skills, adapted to the Social Economy in Europe and at the service of citizens."

The Digital Agenda for Europe is comprised of 7 pillars that allow meeting the set targets for 2020 and one of them refers to Enhancing digital literacy, skills and inclusion (6th pillar). In this context, increasing attention has been paid to e-inclusion policies at European level, including improving the EU e-skills as the main prerequisite for development, active citizenship, social inclusion and employability. However, improving the level of e-skills to reduce digital divide at European level requires a transnational effort. The countries involved in this partnership have different levels of digital economy development and population lack of e-skills. In the same time all the countries are facing same challenges in terms of addressing the needs of vulnerable groups such as: people with disabilities, minorities, migrants, economically disadvantaged people in urban and rural areas. The proposed project partnership intends to offer lifelong learning benefits to vulnerable groups by using innovative training techniques to improve their level of digital inclusion. The project will focus on developing, sharing and transferring innovative digital education practices , enabling organizations to work together in order to developing a digital literacy course to help vulnerable groups to gain basic digital competences. The project methodological approach will bring a new perspective of addressing directly the needs of the adult learners belonging to vulnerable groups by developing a tailored curricula and innovative training course to help them improve their basic digital skills that can ultimately facilitate their social inclusion and raise their employability. In the same time the projects planned interventions will contribute to the development of adult educators’ competences to deal with diversified groups of socially disadvantaged members of the communities, making use of new technologies and teaching outcomes. Last, but not least, the project activities are designed to strengthen cooperation and networking between partner organizations. The project's main objectives are:1. develop and implement innovative inclusive adult education methodologies to enhance basic digital skills of vulnerable groups, including new curricula, courses and accompanying learning materials and tools tailored to adult learners belonging to vulnerable groups2. extend and improve the educators competences to effectively deliver digital literacy courses for vulnerable groups including obtaining British NQF accredited qualification in facilitating learning and development for groups3. develop and implement innovative tools to evaluate learning curve of adult learners belonging to vulnerable groups including the use of digital storytelling techniques4. develop multi-lingual web portal for e-skills educators5. Increased institutional capacity of 4 educational type organizations to provide digital literacy courses to vulnerable groups6. Increase institutional capacity of 2 cultural organization (Librarians) to extend services & provide e-skills training to under served members of their communitiesThe main added value of the project is to increase the institutional capacity of the all partner organizations by developing competences and skills of its staff and its network of trainers to form a community of ""e-tutors for e-inclusion"", which share competences acquired under a single training plan. This critical mass include over 1000 staff and learners in all partner countries representing the main resource to continue to professionalize learners in all partner organizations. The overall impact of the partnership program is to enhance the institutional capacity of each partner to assimilate and use innovative methods of adult learning by working with Adult Education organizations in different European countries. The project is an open door for future cooperation between all organizations involved. After the implementation of the program designed for our staff and learners, the skills and experience gained will help our organizations to increase capacity to improve basic digital literacy training services and develop training and qualification of national community e-tutors. Also this program will support the development of training modules based on coherent models which quality has been certified in other EU countries."

The demographic change and the ageing of the workforce could create a shortage of skilled workers in the near future. For some sectors this has already been a reality. The promotion of lifelong learning is at the heart of EU education and employment policy. The EU objective “New Skills for new jobs” highlights the need to update, upgrade and widening the skills of people’s skill portfolio to create and fill the jobs of tomorrow. European Union adopted on 22 May 2018 a revised recommendation on key competences for lifelong learning. Key competences are a dynamic combination of the knowledge, skills and attitudes a learner needs to develop throughout life, starting from early age onwards. The key competences are developed in a lifelong learning perspective, from early childhood throughout adult life, and through formal, non-formal and informal learning in all contexts, including family, school, workplace, neighbourhood and other communities. Social inclusion is also part of the European Union's objectives in terms of economic growth and employment. To support social inclusion and employment EU is promoting an innovative concept - the social economy, which is a participative and collaborative economy and can produce inclusive economic development. The work-integration initiatives within the social economy called Work Integration Social Enterprises (WISEs), are autonomous economic entities whose main objective is the professional integration of people with serious difficulties in the labour market.Using this EU approach this project intends to develop an innovative model to evaluate pre-existing competencies and create training content offering Key competences combined with work based activities meant to raise the level of employability of vulnerable people. The model will be based on a transnational partnership, including 7 organization in 5 countries: UK, The Netherlands, Italy, Spain and Romania, committed to work together and share own training experiences and resources. Each organization will target its own vulnerable group depending on the each country social context. , UK will target women Low skilled & migrants. For the Netherlands the target group will be early school leavers while the target group chosen by Italy is made up of women in vulnerable situations and migrants & refugees. Romanian and Spanish partners will target mainly Roma & low skilled people.Main project's objectives:1.Develop innovative learning approach combining interactive training and work based learning,2.Develop Adult Educators’ competences to develop training content offering key skills competences3.Establish an on-line network for adult educators, trainers and mentors to share e-learning resources, experience and best practices in work based settings to facilitate long-term transnational collaboration and support the sustainability of project outputs4.Strengthen cooperation and networking between different partner organizations carrying out educational activities. More specifically the project partnership proposes an innovative learning approach as well as practical solutions to combat unemployment of vulnerable people and facilitate their insertion on the labor market. The transnational approach will enhance access to learning experiences to the Adult educators in each country improving their ability to address the needs of their beneficiaries. The diversity of the target groups in each country will offer opportunities to learn more about vulnerable groups training approaches in each country and find common solutions to social inclusion. The project introduces some innovative approaches, which combined, will lead to a greater impact of learning tools for vulnerable groups such as:-A methodology for evaluation of pre-existent basic competences that could not been validated previously-A curricula that combines basic skills training with work-based learning in social enterprises or small private enterprises to raise employability of learners-An e-learning training course for Adult Educators to develop their competences in assisting vulnerable groups insertion on the labour market-A Tutors' Guide that can be transferable to other organizations outside the project partnership-The on-line platform of collaboration for adult educators to allow all experts, learners and staff involved in this project to continue communication and resources sharing, supporting the project goals during the project and after its lifetime, contributing to the project sustainability and further development of the project partnership.
