CO-WATERS will deliver to the Coalition a wide range of networking, knowledge exchange and support services (twinning, working groups, interactive trainings, advisory support) to further empower Coalition members to think and act systemically, engage citizens and local stakeholders and enhance access to funding and financing streams that will support their MOW transition journey (WP1, WP2, WP3, WP5), as per their needs (modular approach). At the same time, in close collaboration with the EC Mission Ocean and Waters Secretariat and in line with existing labelling schemes (e.g. Cities Mission Label, Sustainable Island Label), CO-WATERS will develop the MOW Label (WP4) and will pilot the Label application process with two waves of applicants, who will receive tailored support. The services provided by CO-WATERS will be appropriately sequenced so that Coalition members receiving these can also smoothly apply for the MOW Label – without having to follow new processes / trainings / courses of action which will stretch their limited resources. In order to maximise value for Coalition members and ensure alignment and coherence, the project will strongly align and build on key actors and activities in the EU COM and the EU Missions’ space, as well as other related EU and international initiatives and projects (including investor networks).

They will cover 6 systemic challenges of urban planning and design, aligned with the Cities Mission: - Systemic changes in governance, regulatory structures, advocacy - Societal and spatial quality - Financial and circular value chains - Data-driven co-creation, digital twins - Energy and mobility - Nature-based solutions The model will be supported by 3 Innovation Cycles that run across the cities - Aligning climate neutrality and urban quality, using participatory story-building to identify co-benefits - Co-creating data-driven transition scenarios, empowering cities to use better data / data better - De-risking investments, through value-based financial and partnership models to enable the cities to document and capture different values in urban complexity, and to synthesise them into a holistic approach towards climate neutrality. Supported by this approach, the 9 Re-Value Cities will fine-tune, share and test a Portfolio of Urban Design and Planning Methods in the project’s Community of Practice. 4 Leading Cities (Ålesund, Bruges, Burgas, and Rimini) will demonstrate full-scale how integrated urban planning and design can be optimally deployed to achieve climate neutrality and significantly reduce GHG emissions by 2030. 5 Replication Cities (Cascais, Constanta, Izmir, Písek, and Rijeka) will learn, replicate and develop their own visions, scenarios and investment plans to accelerate their journeys to climate neutrality. While geographically and culturally diverse, the 9 cities share a curiosity and ambition to experiment, learn from each other, and share the Re-Value results and outcomes together with other cities in the Cities Mission communities.

However, this innovative solution is present in only a few cities and at best in the starting phase in other European cities. Its full potential has not been achieved in any European city. CityChangerCargoBike (CCCB) aims to change this and increase and accelerate take-up. CCCB will take the very best cargo bike implementation examples, contexts and expertise in Europe and profit and learn from them in order to transfer these on a large scale and in the best way possible to new cities and contexts - in CCCB's forerunner cities, in the follower cities and beyond. CCCB is based on the huge potential of cargo bikes to replace: - 23 - 25% of the commercial deliveries in cities - 50% of the commercial service and maintenance trips - 77% of private logistics trips (shopping, leisure, child transport) Further, cargo bikes bring with them a whole new bicycle culture: new fashonable multi-purpose cargo bike designs, cargo bike shops, new logistics concepts. Stationary cargo bikes can quickly be transformed to mobile street furniture and then even fulfil a place maker function. CCCB has the following objectives: - Raise awareness among the relevant stakeholders: public, private and commercial sector. - Utilise innovative tools for the take-up and scale-up and transfer between forerunner and follower cities: e.g. peer-to-peer exchange. - Establish favourable framework conditions for cargo bike use. - Achieve wide roll-out and transferability through Forerunner cities, Follower cities (within the consortium) and External follower cities. - Reduce congestion, emissions; increase safety; increase public space and improve public space usage.
