Open Access Mandate for Publications and Research data assignment_turned_in ProjectPartners:ECODESECODESFunder: European Commission Project Code: 101143340NHWE is ECODES flagship programme to tackle energy poverty and improve the energy efficiency of low-income households. The program was launched in 2013 to empower vulnerable families, social workers and welfare organisations working with them by transferring knowledge and tools to save on their energy bills, improve the comfort of their homes and reduce CO2 emissions. How? The program offers information, diagnosis and personalized advice to understand and reduce energy bills, learn responsible consumption habits and access social tariffs. It also channels funding and implements energy efficiency measures in low-income households (energy saving kits, shallow renovations, RREE) and raise awareness on available subsidies and funding programs to finance low-performing building renovations. The transfer of knowledge to vulnerable consumers is carried out through different tools and channels: energy advice points, home visits, on-line energy management tools, workshops, brochures and posters and corporate and citizen volunteering programmes. Solutions provided: 1. On-line tools to assess and manage energy poverty and domestic energy consumption Web: information and resources (data, agenda, documents, news) Interactive map with subsidies and energy poverty action plans. On-line questionnaire for energy efficiency self-diagnostic: “I WANT TO SAVE” ENERSOC: software for social management and energy assessment of vulnerable consumers. 2. Action programs to alleviate energy poverty: - Workshops and training (for vulnerable families, social workers and volunteers) - Individualised energy audits and assessment through our Energy Advisory Desks and Site visits - Channel funding & implementation of energy saving measures and housing renovations. Citizen and corporate volunteering programs - Awareness-raising campaigns - Impact evaluation of energy poverty action plans 3. Networking and advocacy to drive ambitious policies and regulations to tackle energy poverty.

It has severe health and environmental implications which have an impact on both low-income households and on Third Sector Organisations (TSOs) providing social services for children, youths, the elderly, families, the disabled and the disadvantaged people, both at their home and inside dedicated structures like care homes.Defined by EU as a set of conditions where ‘individuals or households are not able to adequately heat or provide other required energy services in their homes at affordable cost’, energy poverty is a key societal challenge to be addressed urgently. In poor households it can be done by providing advice, assistance and contacts and allowing access to services (financial resources, specific information points etc.), which in many cases are unknown to families. While, if seen from the point of view of vulnerable people hosted in or attending in dedicated structures, energy poverty means, for instance, that energy related costs (bills, maintenance etc.) can represents an expenditure voice which has a strong impact on the budgets of TSOs themselves thus hindering their social action. In this respect a combination of social and environmental support and aid is required and suggests significant learning opportunities to transfer aspects related to environment to complement social expertise of TSOs in order to tackle energy poverty. Issues like energy affordability and thermal efficiency, financial support for energy efficiency and maintenance interventions, purchase of more energy-efficient household appliances and adoption of sustainable practices and behaviors, call for specific upskilling competences which social operators, caregivers and volunteers can acquire to provide solutions, which, even not directly connected to the primary social assistance, could anyway integrate classic welfare activities to boost social inclusion..GREENABILITY project addresses these problems, through the identification of the most critical energy poverty issues which have a direct or indirect impact on life quality and wellbeing of poor households and disadvantaged people and of their level of social inclusion. The project provides to beneficiaries – that is managers of TSOs, social workers, caregivers, volunteers – approaches, best practices and expertise included in two toolkits containing an array of solutions through a specialized educational activity adopting a correct and non-technical language, applicable to their work. The project consists of an education program involving three EU countries, based on collaboration and exchange among partners which are expert in providing social services, starting from an environmental approach, and in facing these issues both in their relation to low-income families (Rèseau Eco Habitat in France and Ecodès in Spain) and inside communities hosting vulnerable people in specific care homes (Fratello Sole in Italy). The project takes also advantage of the value added by the cooperation with ENEA, the Italian Agency for New Technologies, Energy and Sustainable Economic Development which is fully engaged in energy poverty issues at European level. The GREENABILITY partnership has developed ready-to-use solutions which can bring results and social and environmental benefits and support to Third Sector Organizations in their work to face a social problem which is right in the agenda of all European countries and its strictly related to social inclusion and to other urgent matters like climate change and environment protection.

Limiting climate change has moved to the top of the political agenda in many European countries. Before the European Parliament elections of 2019, 35% of EU citizens stated that climate change was one of the most important reasons for voting. Every week, tens of thousands of European youths gather to voice their frustration with the lack of real action that will meet the targets as stated in the Paris Accords. In order to empower the next generation of European citizens to cooperate and develop international and innovative solutions, they need to know the challenges and ideas of other countries and how the problem is dealt with on the EU level. All project partners agree that there is a profound lack of a truly European approach to teaching about climate change. In all the partnership countries (Denmark, Spain, Serbia and the Netherlands) the public debate and the few teaching materials almost exclusively have a national approach to the topic. Therefore we want:-To empower secondary school learners across the EU and neighboring states to become true factors of change with regard to climate change. -To give these learners an opportunity to learn about the vast diversity of the impact of climate change across Europe and how approaches to possible solutions also vary. -To create a powerful partnership of secondary schools and green NGOs that will create a whole new approach to thinking about climate change. We want to achieve this through five concrete objectives: - Objective 1: To develop and publish an innovative European Climate Change Curriculum (ECCC) e-book of 120 pages (IO)- Objective 2: To develop and launch the ECCC virtual platform where teachers and learners can collaborate (IO)- Objective 3: To prepare and execute a learning activity of 3 days in each of the four partner countries. The activities can easily be reproduced outside the partnership. - Objective 4: To disseminate the project among a wide range of relevant stakeholders (through four multiplier events)- Objective 5: To upgrade and expand the professional skills and international network of the partner organizations. Participants: The project consortium will consist of five environmental NGOs and four secondary schools from Denmark, Spain, The Netherlands and Serbia. We have chosen a cross-sectorial partnership to ensure that the project products reflect the highest possible standards when it comes to both pedagogical methods and content. The NGOs are all very experienced with developing educational materials about politics and climate change. They are also experienced with completing projects in consortiums and implementing advanced dissemination strategies. The secondary schools all have a clear focus on climate change and are all well known for their academic standards and the commitment of their staff. In total, 27 representatives from the partner organisations will be directly involved. 128 learners from the four schools will also participate and test the project's products. Primary target group: The project managers, teachers and 15-18 y.o. learners directly involved in the project. Secondary target group: European secondary school teachers and 15-18 y.o. learners who will actively use the e-book and virtual platform. We envision the curriculum and virtual platform to be used in the context of a range of subjects: Social sciences, geography, physics, business topics and psychology. Tertiary target group: Professional networks of teachers, teacher trainers, external NGOs, public authorities relating to education and climate change.Methodology to be used in carrying out the project: This project will be completed as a cross sectorial collaboration. Our pedagogical methodology is characterized by peer-to-peer learning and authentic learning, participatory approaches and ICT based methodologies. Results and impact: - An easily accessible European virtual network for the ongoing debate about climate change. - A deeper, more nuanced understanding of the various national circumstances for dealing with climate change through the use of the ECCC e-book. - A deeper and up-to-date understanding of the role of the EU in climate negotiations. The impact of the materials can of course also be measured in very quantitative terms: - 1000 downloads of the book during the project’s lifetime - 3000-5000 downloads between oct. 2022 and oct. 2024. - 80% satisfaction rate on user questionnaires (average of content, pedagogy, functionality etc).- We expect the ECCC virtual platform to be used on a weekly basis by all partners within the project period and by 800-1200 unique monthly visitors during the 36 months immediately after the project period.

In the EU, almost half of all buildings have individual boilers installed before 1992, with efficiency of 60% or less. The associated energy savings of a speedy replacement are immense. To achieve these goals, 17 HACKS partners in 15 countries will raise awareness on HAC economic and environmental benefits via a communication campaign, and 15 dedicated national online platforms that will provide clear, understandable information. The focus will be on HAC appliances (e.g. boilers for space and water heating, local space heaters, etc.), but also on solutions that lower the energy consumption and avoid the installation of new equipment (shading systems, thermostats, taps and showerheads). HACKS will engage consumers by assisting them during the purchasing process of new HAC equipment. The online platforms will provide tools to receive customized information, interactive comment functions, product information, and direct links to the suppliers of the product. The online platforms will also provide guidance on how to improve consumers' situation while avoiding the purchase of unnecessary equipment as well as how to use and maintain devices. Finally, HACKS will work with all relevant stakeholders (“the multipliers”) that participate in the decision-making process of consumers by setting up strategic partnerships to promote and facilitate the purchase of energy efficient installed appliances. HACKS will place a strong emphasis on installers, retailers and consumer organisations because of their proximity to the consumers and capacity to involve and bring guidance on energy efficient equipment directly to them.
