To this end, ‘Greening’ public procurements is among the key factors that stimulate the transition to a resource efficiency and green growth, as it is strongly highlighted in the recently launched EU Green Deal.Especially for construction works, public sector is a key source of demand. Considering that the construction sector is one of the most resource-intensive sectors, Green Public Procurement (GPP) in the sector is a key driver for works with limited environmental impact, as well as a major contributor to reaching the EU environmental, sustainability and energy efficiency targets.Nevertheless, EU countries face many obstacles in implementing GPP policies, ranging from lack of information, training, and knowledge for establishing criteria and standards eligible with GPP, along with inadequate capacity building of the PP workforce and limited knowledge transfer between practitioners and the educational sector.In this context, the GUPP project anticipates to tackle the aforementioned challenges and needs through developing capacity building and increasing learning opportunities of the public procurement related staff and public and procurement authorities in implementing GPP that address green criteria and standards in construction works.With this respect, the project envisions to have overall impact on the construction sector, by responding to current, emerging and growing needs of the sector for accelerating transition to a resource efficient and circular economy, towards EU's energy and environmental goals. In parallel, with view to the training system, the expected impact is to enhance the education’s sector capacity building towards meeting the abovementioned challenges by integrating innovative learning tools and resources and facilitating the supply of high quality learning opportunities for adults, through making available flexible learning offers tailored to their learning needs. Overall, the project foresees to:-Enable behavioural changes of key stakeholders involved in a PP process towards a sustainable, greener and circular economy.-Create new opportunities for public authorities to stimulate resource efficiency and green growth.-Facilitate knowledge transfer between key stakeholders involved in PP processes, as well between practitioners and the educational sector and raise awareness about the lifecycle environmental impacts of projects.-Strengthen synergies and empower transnational social dialogue between all relevant stakeholders.The aforementioned results will be achieved through the implementation of complementary activities and innovative outputs, as follows:-The development of a Green Handbook: An instrument on GPP Regulatory Framework and Practice on Construction Works, that will provide a general understanding of the GPP process and challenges faced upon its implementation on construction works.-The development of the GUPP capacity building program that will provide participants (public procurement staff, professionals of construction works), with up-to-date knowledge and advanced aspects of GPP in construction works, facilitating deeper knowledge and familiarity with GPP.-The development of the GUPP Web Platform, an online hub for GPP that will serve as an innovative e-training and e-learning tool and will bring together all the latest news, events, and resources on GPP and enhance retention and learners engagement, as well enable social dialogue and knowledge transfer on the subject matter.-Engagement with GPP in construction works, which will be further facilitated through piloting the capacity building programme in min. 100 public procurement related staff and workforce, delivering all data and information collected in the framework of the previous outputs and providing/ delivering relative policy recommendations to a growing number of key stakeholders and public authorities (min. 40).The target groups addressed range from Public Authorities, contracting Authorities in local, regional, National level, including Public procurement staff, to key stakeholders representing the construction sector, policy makers, social partners and entities involved in procurement processes, as well as education’s sector stakeholders, including training and adult learning providers.The envisioned impact will be enabled through the involvement of 5 project partners, coming from 4 EU countries: France, Slovenia, Greece, Ireland, that represent the construction sector, the education sector as well as public authorities in regional and national level. Their complementary backgrounds and expertise, familiarity with the project topic and close proximity with the target groups will ensure the projects’ high sustainability, dissemination and exploitation impact.

In this framework, EC established guidelines, priorities and initiatives such as the EU CDW Management Protocol and the application of the Circular Economy Strategy which strongly demonstrate a strong will at EU level to raise awareness and build knowledge in the field of sustainable use of resources and efficient waste management. The transition to an efficient CDW management and to a circular economy is -inter alia- bringing important structural changes in the construction sector, which will have to adapt and anticipate the needs for skills and competences in these areas.Within this scope, CDWaste-ManageVET objective is to promote VET for workers on construction sector by addressing modern training needs in accordance with EU priorities regarding current CDW management rules and circular economy. Through CDWaste-ManageVET project, a modern and innovative e-training VET program will be developed, based on Vocational Open Online Course (VOOC), tailored to labor market needs and targeted to bridge the skills gap and shortages in CDW Management by upskilling the existing workforce and equipping people in constructor sector with the necessary skills to effectively manage waste.Additional objectives that project anticipates to meet are namely the following:•To enhance opportunities for integration into labor market and create the conditions for developing human capital capacity and career opportunities, through integrating free accessible VET.•To strengthen the participation of representatives of education and training providers, as well as construction sector stakeholders exchange information and good practices in order to draw recommendations on the evolution of such skills and jobs.•To empower cooperation between educational institutions and business, as a result of combining theoretical & practical training.On this ground, CD Waste-ManageVET priorities, strongly in line with EU priorities, are:•Developing partnerships aiming at promoting work- based learning in all its forms, through developing new innovative training content (the CD Waste Management curricula) which integrates a work-based learning component in an on-the job-training basis to promote the application of knowledge in practical workplace situations.•Open education and innovative practices in a digital era, through integrating in the CDWaste-ManageVET VOOC Open Educational Resources (OERs) that ensure easy and free access on-line training which will be transferable to any interested party throughout Europe.Participants in the project will be directly or indirectly benefited from its activities and outputs. Namely, min 90 VET learners will develop sector-specific skills that will respond to the evolving changes due to the challenges of a circular economy, among them 30 VET trainees will be benefited through their participation in a small scale internship/mentorship programme and min 18 VET providers will enhance new training programs by integrating project outputs.The main tangible results of the project will include: Industry Driven Analysis and Best Practice handbook/ CDW Management VET curricula (CDWaste-ManageVET curricula) with a stimulated WBL component/ CDWaste on-line training platform/ Report on final training program.CD Waste-ManageVET project activities and Intellectual Outputs will have a desired Impact on both direct and indirect target groups, including increased career opportunities for the construction workers and their better integration in a greener, evolving labor market will be achieved. There will also be created a positive image of local enterprises who promote sustainable CD waste management and there will be raised awareness about innovative learning tools.At national level, good regional practices will be spread and applied and there will be increased number of trainers professionally equipped with transferable didactic concepts. At EU level, better cooperation between the regions concerning participative learning projects will be achieved, better contacts and synergies will be created between the partner regions and capacity of professionalism of VET providers, trainers and educational sector will be increased. Last but not least, increased cooperation among representatives of education and training providers on one hand and construction sector stakeholders on the other will create a very positive impact.The above-mentioned activities and outputs will be developed through a partnership coming from 6 EU countries (France, Portugal, Italy, Spain, Greece, Romania). The geographical distribution of the partners allows to have a good overview of the learning needs at EU level, whereas the partnership’s expertise in education, VET, business, sustainable development, dissemination activities will ensure high quality project results.

C'est un défi pour l'UE que d'affronter les changements socio-économiques et d'intégrer tous les citoyens, en particulier les jeunes, dans la société. Le besoin de nouveaux emplois dans un secteur peu qualifié, mais aussi pour des jeunes créatifs et très sensibilisés aux questions environnementales, a été pris en compte par le projet Co-creative youth. Durant les 28 mois du projet le partenariat transnational a permis de :- Encourager des partenariats entre les services de gestion des déchets, les collectivités locales, les organismes de formation, les entreprises et les acteurs de l'économie sociale et solidaire (ex: ressourceries) afin de mieux valoriser les potentialités dans ce secteur et enrichir les actions sectorielles d'une réflexion transversale.- Outiller les porteurs de projet pour qu'ils comprennent le jeu d'acteur sur leur territoire et fassent émerger une dynamique autour de leur projet tout en s'inscrivant dans les politiques publiques de prévention.- Promouvoir l’émergence de nouvelles formes d’innovation basées sur le partage, tel que l’innovation frugale intégrant les paramètres sociétaux au cœur des projets.- Favoriser l’insertion sociale et professionnelles des jeunes en difficulté en les initiant à l’intelligence créative, à travers des laboratoires d'innovation ouverte / ateliers de Co-Design.Les productions intellectuelles développées par le partenariat sont :- Etat des lieux et opportunités du territoire à travers des groupe de réflexions- Plateforme de networking et de promotion- Boite à outils pour les porteurs de projet de réemploi- Référentiel de formation / Grille de compétences d'un valorisateur co-créatif- Parcours mixte en laboratoire d'innovation ouverte- Guide méthodologique d'animation du territoire SERD&SEDD- Guide méthodologique de projet de territoire.Tous les membres du consortium Co-creative youth se sont entourés des acteurs stratégiques nationaux et ont co-développé un projet local qui répond aux besoins et aux attentes de leur territoire. Ensemble, ils ont mobilisé tous leurs efforts pour obtenir le plus grand impact possible auprès de la population locale en assurant ainsi sa durabilité. Les 6 projets développés dans le cadre du programme Co-creative youth sont :-L’accompagnement des projets locaux de ressourceries au niveau de 3 microrégions, France-Les classes « produit créatif » et « atelier textile », Espagne-Le test du parcours de formation mixte Co-creative youth à Lisbonne et à Oeiras, Portugal-Comment bien vivre à Gävle en 2030 (action inscrite également dans le cadre de l’Agenda 2030 et des objectifs mondiaux), Suède-Recyclage créatif et intégration, Italie-Valoriste en action, Belgique.L'ensemble de nos résultats et l'illustration de tous nos actions et projets sont disponibles sur la plateforme Co-creative youth : http://cocreativeyouth.eu/
