    "With 10 to 12 million members, Roma are the biggest ethnic minority in Europe. A relevant reason for their permanent discrimination is their low education level. Due to that the disadvantages are especially obvious in the education sector. A real segregation exists. Of course, actual education deficits, discrimination, prejudices and clichés of the majority population as well as missing motivation, self-chosen isolation and the lack of self-knowledge of Roma are responsible for their limited access to education and employment. A large threshold for the access to education and employment, however, is the missing prove of their informally and non-formally acquired competences. Therefore, the recording, assessment and acknowledgment of those competences of Roma were the centre of our project. This way, it contributed to the implementation of the national Roma Integration Strategies in the partner countries as part of the Europe 2020 Strategy, particularly to the increasing of the employment rate and the reduction of the threat of poverty of Roma.""YouthCompass"" was realised by partner organisations from Germany, France, Hungary and Romania and aimed concretely at the modification of the French Model of Competence Balance for Roma between 14 and 25 years. After the successful test, this target group obtains now tools for their new professional orientation, career planning and the improvement of their employability. They enable them for the first time, to get a clear picture of themselves by self-evaluation, to plan on this basis a realistic future and to build-up motivations for facing new challenges due to existing informally and non-formally gained competences. Education institutions, labour administrations, NGO and employers receive appropriate instruments, methods and practices to involve Roma as learners, jobseekers, employees or partners and to make their participation in education and work possible.For the exploitation of these tools Competence Councillors were needed. Therefore, nine education and labour market actors from Germany, France, Hungary and Romania were trained based on developed training material who again educated 18 additional multipliers in their countries. In order to be able to provide Competence Balance in the partner countries, two adult education institutions were certified respectively re-certified as Competence Balance Centre within the project duration. Political decision makers ensure a broad and sustainable application and use of the Competence Balance for the target group in the partner countries. For that, they work together in the local/regional Networks “Competence Balance”.Based on the concept for the implementation of mobility projects for youth workers that was developed in the project, an application was already submitted, additional training courses shall be implemented in the next years."

    << Objectives >>The project partners from Germany, Bulgaria, Greece, Hungary, Serbia and Spain aim in the long run at keeping Roma music for coming generations and to preserve it as part of the cultural heritage of Europe. For that, “ROMusicA” shall provide the pre-conditions.<< Implementation >>Project activities are:1. Situation and need analysis with involvement of Roma musicians and experts.2. Workshop of ideas with involvement of Roma, Roma women and Roma musicians as well as relevant stakeholders.3. Designing of follow-up projects with which the identified needs shall be covered.<< Results >>Apart from comprehensive concepts for follow-up projects, a brochure for the distribution of information and a collection of recordings of Roma songs and melodies for which no notations exist will be developed during the project.

    A big obstacle for the access of adult Roma to education and employment is the missing proof of their formally, non-formally and informally acquired competences. In the previous project “ROMINKO”, we were able to utilise the French Model of Competence Balance – that has been available for other target groups in many European countries for years – for adult Roma. “ROMINKO II” aimed at anchoring the instrument at the national level in Greece, Hungary and Romania. Based on the National Strategies, a Model Strategy was elaborated for the European transfer. Roma in Germany were informed about the opportunities of the validation of their competences and motivated to use them. In Slovakia, where the French Model of Competence Balance is already offered all over the country, tailor-made offers can be provided for the target group of Roma now. Through the French Model of Competence Balance, Roma gain a clear image of their own personality by self-evaluation and can plan a realistic future and build-up motivations in order to face professional requirements due to existing formally, informally and non-formally acquired competences. This way, education and labour market actors, particularly employers, receive a transparent overview on the actual qualifications and competences of Roma so that they can fully participate in the education and labour market. For exploiting the instrument, Competence Counsellors are necessary. Thus, 15 labour market actors as well as adult educators and psychologists – partly Roma themselves – were trained in the project who again educated multipliers in their country. The developed Handbook is on one hand designed as accompanying reference book for labour market actors and Competence Counsellors presenting the most important connections and information about the French Model of Competence Balance for Roma that they should know. On the other hand, it contains relevant information on the implementation of Competence Balance for Roma, particularly selected methods and procedures. Besides, a guide was developed in the project with active involvement of the target group and experts that contains proven or newly developed motivation strategies and instruments with special consideration of the specific needs of Roma and requirements of adult education measures. Experienced adult education actors of the partner countries dealt with the guide in the frame of a training and use the gained knowledge in their countries. A concept for mobility projects makes the offer of the course “Motivation of Roma in adult education measures” (ERASMUS+, KA1) possible that is open for adult education staff and learners of all eligible countries. This way, the contents of the guide will be transferred in other countries. The three years project was realised by partners from Germany, Slovakia, Greece, Hungary and Romania. Relevant stakeholders of the national levels of those countries were members of the consortium or associated partners.

However, it is even harder that they can be mobilised at any time which is proven by regular riots and by their actual living conditions in a sad way … „Another ENTRance“ aims at:- analysing the actual situation in the field of social entrepreneurship by targeted researches, surveys and interviews in the partner countries,- identifying good practise examples with a potential of European transfer,- investigating, together with Roma and Roma organsiations, experts and stakeholders, the most urgent needs of action that can be covered with available resources on the spot and by targeted activities in the frame of European projects and at - developing concepts for those projects. Their implementation will contribute to,- enabling Roma to build up a social enterprise and establish it on the market- minimise the risk of failure of social enterprises of Roma- improving their access to measures of adult education- raising their self-confidence and their self-esteem- improving their social and civic participation- raising their interest in lifelong learning- increasing their employability and - reducing their poverty risk.The project will be realised by partner organisations from Germany, Greece, Italy, North Macedonia, Romania and Hungary.

(source of the German text: ""Grundbildung in Europa: Projekte und Perspektiven"", NA BIBB).According to UNESCO, an estimated number of 73 million adult Europeans are considered as functional illiterates. This is equal to 1/5 of the employable population aged 18 to 64 years. In the partner countries of the project this concerns totally 13.8 million adults. According to experts the share of functional illiterates among adult Roma there is 40 to 60 per cent. Comparibly high is the share among the 25 to 40 year old Roma. Thus, often functional illiteracy is the reason for the hindered access of Roma to education and employment. It also hinders the maintenance or increasing of their employability.Before the project, in the partner countries alphabetisation measures are offered nationwide for the majority population and partially for migrants, but not particularly for Roma. However, this is necessary to consider their special needs in the improvement of their reading and writing skills. Existing offers lacked co-ordination and interdisciplinary co-operation in the planning and implementation. Binding respectively uniform quality standards were completely missing. Therefore, the development of Curricula for the increasing of the literacy grade of adult Roma as well as the modification of quality standards applied in the Free State Saxony for alphabetisation measures funded by the ESF and the elaboration and implementation of co-ordination concpets for alphabetisation measures were in the centre of our project. The created products were tested in practise and optimised. In an according training, 24 adult education experts were enabled to use them for the first time already during the project. ""RomABC goes Europe!"" was realised by partners from Germany, Hungary, Romania and Portugal and aimed particularly at the reduction of the number of functional illiterates among adult Roma, the improvement of their employability and the increasing of their participation in adult education measures. With that, the project contributed concretely to the implementation of the EU Framework for national strategies for the integration of Roma until 2020 and the national strategies of the partner countries as part of the Europe 2020 strategy including the European Agenda Adult Learning, particularly the increasing of the employment rate and the reduction of the number of Roma concerned by poverty and social exclusion."
