The UTM is seen as the key enabling concept for safe integration of drones within VLL airspace, tailored on the needs of UAS operations. The study put together the knowledge of mission needs and operational requirements of drones commercial operators that want to make their operations safer and cost effective (BVLOS) with the knowledge of operating modes and procedures currently adopted by airlines and aircrew, general aviation associations and pilots, leisure/sport aeronautical activity associations and pilots, accessed information services, required data quality, resolution, temporality and services costs. The study will be focused not only to the needs of drones operators but will addressed the aeronautical information sharing requirements coming from the several stakeholders involved for different purposes in the drones VLL operation concept. The DREAMS study and its methodology are based on a deep competence in systems and technologies, currently used in the management of all types of air traffics, for flight planning, static and dynamic aeronautical Information and for airspace design and management. Operational and technical aspects, environmental scenarios, technologies, safety and security impact will be analysed in order to identify possible UTM data service providers (e.g. airspace structure, terrain, obstacles and weather,..) and facilities and the way this data service need to be tailored for UTM management service provision in order to allow quality and resilient information and airspace services.

It aims at sharing CNS data between ANSP and providing to other stakeholders (Civil & Military Airspace Users, Industry, Airport Authorities, Regulators & ATM Organizations, Aircraft Manufacturers). The project aims at implementing a demonstrator based on several ANSPs data and for the usage of third parties application/service developers (supporting ADSP concept). The CNS Data Service Provision project (hereinafter referred as “CNS DSP”) aims to support the transition to the new service delivery model for ATM data through the development of a new SESAR solution, the “Shared CNS Data Services Platform”. This solution will deliver the CNS Data Services required by ATC & Airspace users, in full consistency with the ADSP concept. It will also offer a bunch of added value services for various Aviation and UTM stakeholders, enabling the valorisation of ANSPs CNS data for the entire Aviation community.

The core focus being: -to provide automatic support for spot analysis and particularly resolution, using what-if simulations that can find optimal solutions with most appropriate combinations of airspace configurations, choice of flights and measure or set of combined measures selection; -to integrate and harmonise the constraints of the network actors, such as departure and arrival airports, Integrated Network management and ATC Planning (INAP) Actors, Terminal Management Areas (TMA) and the Airspace Users (AU), to supply network-wide solutions that respect constraints and priorities as far as possible; -to further integrate the Dynamic Airspace Configuration (DAC) concept with INAP and Network Management (NM), increasing the flexibility of the process to be more efficient in the usage of available capacity. The main benefits that the project will provide are an increase of capacity, cost-efficiency of Air Traffic Services (ATS), flexibility and cost reduction of AU and fuel efficiency. The developments are grouped into two solutions: -Enhanced Demand Management, covering the two first areas; -Dynamic Airspace Configuration, covering the third. It is a goal for this project to provide mature evolutions to the forementioned concepts, with some elements becoming candidates for early deployment and that can integrate the new architecture of integrated Network Management (iNM).

The goal is to reach TRL6 processes and tools that allow the ecosystem to achieve more eco-friendly trajectories and thus higher climate impact reduction without requiring major changes on legacy ATM and airlines systems. To do so, two specific objectives are declined for CONCERTO. The first one focuses on CO2 emissions reduction when the second one introduces non-CO2 climate impact reduction mitigation means. Finally, as CONCERTO is a data driven project, generating data on CO2 and non-CO2 effects and opportunities at TMA, ATSU and possibly network level, the project presents the opportunity to contribute to the improvement of european environmental performances dashboards. Ambition #1- Keep the pace on CO2 emissions reduction, integrate Green ATC capacity in ATM processes, with the appropriate level of automation, and support ATM actors in balancing permanently regularity and environmental performance at local and network level. Ambition #2- By leveraging state-of-the-art climate science, allow ATM actors to take their “eco-responsibility” to the next level Ambition #3- Strengthen cooperation, anticipation and exchange of information between NM, Air Traffic Control, Airlines and Flight Planning Service providers. Ambition #4- Demonstrate that mitigation measures such as the eco-friendly orchestrator and ECHO area avoidance concepts can be deployed progressively at network level, in close connection with scientific progress
