By providing targeted support for ongoing and emerging projects, partnerships and networks, implementing a pan-European Food 2030 multi-actor and public engagement mechanism and operationalizing an interlinked multi-level structure of connected Policy Labs and Living Labs, CLEVERFOOD will pave the way for a more regenerative, resilient and plant-based food system. Models for transformative multi-level food system governance and strategies for advancing food policies and legislation will be developed in the Policy Labs by launching a peer-learning program, organising inclusive multi-stakeholder dialogues and bringing together policymakers from all governance levels. Social and technological innovations to support sustainable food system transition will be accelerated in the Living Labs by co-creating strategies for removing lock-ins and building sustainable food value chains, mobilizing impact investors, promoting uptake of new technologies and measuring food system transition progress. Food system science competences of children and youth will be boosted by supporting food system science education activities in the Policy Labs and Living Labs and establishing a network to collaborate on transforming higher education teaching. Public engagement, citizen empowerment and mass mobilization will be maximised by supporting multi-actor, public engagement and citizen science activities in the Policy Labs and Living Labs, unlocking the power of influencers, deploying an interactive food systems exhibition, and designating and supporting permanent competence centres across Europe to ensure society-wide commitment to transform the food system.

It has become a respected source of advice on European agricultural and wider bioeconomy research and has been a catalyst for the coordination of national research and innovation (R&I) programmes. It is supported in these strategic functions by SCAR Working Groups (WGs), including a Foresight Group, which provide domain-specific expert advice and input. RefreSCAR will strengthen the strategic functioning and capacities of SCAR WGs in order to facilitate the improved coordination of national and European bioeconomy R&I programmes. Through a toolkit of measures, RefreSCAR will provide robust scientific support to SCAR WGs through regular portfolio analysis of projects, expert studies and support for the SCAR Foresight process. Combined with practical administrative support, this will enable a better structured organisation, facilitation and reporting of SCAR WG activities in themes of relevance for Horizon Europe, the Common Agricultural Policy, European Green Deal, Digital Europe and the Farm to Fork and Biodiversity Strategies. In order to boost the participation of under-represented countries in SCAR WGs, a SCAR-Engage Programme will be developed involving tailored action plans, financial and peer-to-peer support, networking and knowledge exchange. Targeted support for communication and dissemination will immerse a broad audience of stakeholders in the activities of the WGs. Furthermore, RefreSCAR will cultivate connections between SCAR WGs, key actors in EU policy, practitioners and relevant EU and international initiatives through dedicated fora, helping to build a bridge between R&I, policy and practice. The outcome will be more impactful SCAR WGs that are better resourced and empowered to deliver strategic advice, contributing to a strengthened SCAR within the European Research Area.

BIOEAST-wide mapping of bioeconomy competencies and biomass will be undertaken to advance the knowledge on bioeconomy in the macro-region as well as BIOEAST Knowledge Platform will be created to act as repository of knowledge materials and relevant information on bioeconomy that will allow BIOEAST´s stakeholders to access, share and store bioeconomy-related materials towards developing national BIOEAST HUBs into active contributors to bioeconomy in each member state. In order to boost bioeconomy innovation and education in the BIOEAST countries, the project will bring together public and private funders with relevant business stakeholders and expand the BIOEAST UNI NET network. Activities such as training, reskilling, awareness spreading and communication channels creation will set the basis of the bioeconomic transition, creating spaces of dialogue and involvement among all agents of the industry (academia, private and public), which will boost the stakeholders engagement for the integration of programmes and policies in turn of bioeconomy. The hereby proposed consortium is composed of stakeholders of all BIOEAST member states along with partners distributed throughout Western Europe (BE, FI, GER, IE, IT& ES).
