The BALANCE project will be implemented in Cambodia as a Structural action and its general objective is to strengthen financial autonomy & accountability of HEIs in Cambodia via modernisation of financial management (FM) practices & legal framework. The partnership was conceived to face some of the most relevant deficiencies on HEIs FM and sustainable financing such as shortage of qualified staff on FM; inadequate IT infrastructure & systems at FM units; lack of effective national and institutional-level strategies or policies and need to improve quality & ensure sustainable financing of HE.BALANCE present an innovative proposal to ensure that FM practices are harmonised in the Cambodian public HE system. The project specific objectives are (i) to promote modernisation of human and organisational capacities of FM in Cambodian HEIs through capacity building and experience exchange; (ii) to set up a sustainable communication platform between Cambodian HEIs & relevant ministries with the objective of improving transparency & systematisation of FM practices. The BALANCE activities implemented by 11 Cambodian HEIs, the Ministry of Education, Youth and Sport & 2 EU HEIs with an outstanding trajectory on the FM and University Governance field, will include:- Needs analysis activities & benchmarking will provide an insight of the situation of Cambodian HEIs on financial frameworks & practices& will identify good practices on financial models in EU HEIs;- Capacity building on FM, via 5 workshops that trainees will adapt for the implementation of the replication seminars at institution level. - Modernisation of IT infrastructures at FM units;- Developing FM Action Plans for 2020 -2024;- Creation of a BALANCE communication platform to host real time information on Key Performance Indicators from each Cambodian partner HEI to ensure the sustainability of the project;- White Paper for a Financial Model for the Cambodian public HE system.

Companies are increasingly being more interconnected, digital and flexible: a new industrial revolution named Industry 4.0 is coming. As a result, new needs are emerging with regard to education and skills especially in countries such as Malaysia, Cambodia and Indonesia. The aim of the Industry 4.0 Master degree is to train Theoretical, Natural, Engineering, Computer Science and Information Technologies graduates to address the new challenges posed by the ever-increasing globalization in production, manufacturing and service provision. It encompasses the different sources of knowledge and experience required by the Industry 4.0 discipline. The programme is structured so that it provides both fundamental knowledge of the discipline and specialisationfor vertical and horizontal value-creation chains of four key industries, namely Manufacturing, Agriculture, Aquaculture and Pervasive Health. Also, beyond coursework, the program is structured around:- industry placement, in relevant businesses, government agencies, etc.- digital learning, to allow modern forms of learning, as well as to enable contribution from experts across the globe in the development of the program.-promote cooperation, exchange of know-how and good practices in the subject area between EU and PC HEIs.-establish viable synergies and links with industry players in order to address their needs in specialized personnel, and enhance the employability of Ind4.0 graduates.-contribute to local economic growthThese specific objectives will be achieved by:-Developing the Master degree in the multi-discipline area of Industry 4.0;-The establishment of Ind4.0 labs;-Developing tailor-made VET courses to cover the immediate needs of the local and regional businesses; - Training the academic staff of PC HEIs;-Viable synergies and links with the regional industry will be established;-Cooperation, exchange of know-how and good practices in the field between EU and PC HEIs

Traditional learning methodologies based on passive transmission of information, fail to develop a set of competences that students require for their professional life and their relation with the surrounding Society. Therefore, Higher Education Institutions (HEIs) are required to modernize their pedagogical methodologies, moving into active learning processes whereby students engage in activities that promote higher order learning skills like analysis, synthesis, and evaluation. Project and Problem-based learning (PBL) are active and learner-centred methodologies in which students develop their knowledge and competences by following a problem solving process, usually based on real-life situations. The identified benefits for engineering and technology students are considerable improvements in critical, lateral and creative thinking, problem solving strategies, intrinsic motivation, group collaboration, communication skills, entrepreneurship and integration with the society. Supporting active learning through ICT tools (virtual social communities, games and VR/AR simulations) creates Virtual Learning Environments (VLE) where the new technologically-savvy generation of students feels comfortable. The objective of the ALIEN (Active Learning In ENgineering education) project is thus to design, implement and validate an active learning methodology based on PBL (Project/Problem) environments addressing real-life issues related to science, technology, engineering and math (STEM) concepts. The methodology will be supported by a VLE including a set of digital tools that will allow students to experiment, collaborate and communicate in an extended and multinational learning community that will also include other stakeholders like teachers and researchers.ALIEN’s expected impact includes the institutional strategical adoption of active learning as the primary pedagogical approach to education.

The project focused on the training and building up the capacity of management and governance in order to improve the higher education sector in the involved countries so that it can face the new challenges brought by globalization and the knowledge society. The aim is not only to increase higher education quality and accountability, but also to close the gap with developed and emerging countries. This challenge needs creative and innovative approaches to higher education institutions but also highly motivated, trained and dedicated managers at HEIs. The general objective of the project is to to contribute to the modernization and reform of the management system within HEIs in three Asian countries (MN, VT, CB) and to strengthen the competencies of top and middle managers of these institutions. More specifically, the project aims at introducing Information Management Systems (IMS), upskilling human resource (HR) and financial management staff and facilitating administration and student enrolment processes. Likewise, the project will establish project management offices as an approach to change management through a strategy that addresses the unique challenges of each HEI.The project redefines effective change leadership and management for HEIs where it requires leaders who can facilitate a complex process of transformation – not only in the core higher education activities of learning and teaching, research and engagement but also in how the university operates, in its culture, governance, structure and how it positions itself and supports staff and students. The project will serve as a reference in the country for inclusive leadership education . The project helps to integrate the efforts of a wide variety of players at every level from academia, operations and administration, and help reshape unsupportive or unaligned systems, structures, funding mechanisms, leadership roles and performance indicators.
