LEAs use the data in their information systems as their basis for making decisions that affect the safety of European citizens. According to a recent report of the European Court of Auditors on the EU Information Systems use, it has been found out that individual countries have different perception and methodologies on how data management should be addressed; officers from LEAs have stated that not all datasets are included in their systems, while other data is either not complete and accurate or not entered in a timely manner. The same report states that there are regulatory and “cultural” issues, according to which some countries do not make all the functions offered in the central EU systems available through their national systems. TENACITy envisions to address these challenges by proposing a 3-pillar approach: (a) Modern and effective tools for exploitation of travel intelligence data by security authorities: TENACITy proposes an interoperable open architecture for the integration and analysis of multiple transactional, historical and behavioural data from a variety of sources, by exploiting game changing digital technologies; (b) Training and sensitisation of LEAs’ personnel: TENACITy envisions the design of a “living lab” to be established to organise hackathons, workshops for all relevant stakeholders who would benefit from the use of passenger data and digital technologies proposed; (c) Holistic approach to crime prevention: TENACITy vision is to implement and demonstrate a Travel Intelligence Governance Framework that will incorporate a holistic approach to crime prevention, will ensure that the proposed digital technologies will support the identification of the modus operandi of criminal and terrorism organizations and will include policy makers in the governance process, examining how the new tools will provide new capabilities to shape the regulations.

The SPARROW platform represents a pioneering solution for enhancing societal resilience and crisis management in the face of digital breakdowns. Employing a modular architecture encompassing data integration, simulation modeling, and a collaborative platform, SPARROW orchestrates large datasets and expert insights to create a dynamic digital twin of a city. This digital twin, visualized in 3D, becomes a robust testing ground for assessing vulnerabilities and preparing for diverse crisis scenarios. Through a participatory approach involving citizens, local authorities, and first responders, the platform fosters communication during breakdowns and bolsters preparedness against digital threats. SPARROW's innovative tools, including the Emergency Communication Mobile App (ECOMAPP), City Digital Twin (CITWIN), and the Dynamic Critical Asset Management Recommendation Engine (DYCAMARE), are co-designed with stakeholders to ensure user-friendly, effective, and ethically sound functionalities. The platform's impact extends across various sectors, from critical infrastructure managers optimizing maintenance to emergency responders utilizing a mobile 5G network (EMER-5G) for prioritized communication (ECOPRIM). In alignment with EU policies, SPARROW aims to enhance crisis communication, bridge gaps in digital breakdown preparedness, and contribute to a secure and resilient European way of life.

Current evidence suggests that the global fight against corruption faces serious challenges: policy decisions are not well informed, the corruption landscape is complex and enormous, while measuring corruption is so far mostly based on subjective approaches, and there is lack of appropriate technological tools to support anti-corruption. To address these challenges, FALCON is designed and dedicated to support the composition, update and management of comprehensive corruption intelligence pictures, within domains and jurisdictions of interest. This will be accomplished following a multi-actor, evidence-based, data-driven approach, building upon existing assets and prior work of consortium partners. FALCON will, first, develop and validate objective and actionable indicators (individual and composite) of corruption that can be used to inform policy decisions. Second, it will design, implement and integrate powerful data analytics tools, data pipelines and applications that support the management of the entire lifecycle of corruption intelligence pictures. This will enable comprehensive corruption risk assessment, informed policy making, and improved anticorruption law enforcement. FALCON will be piloted in four corruption domains – corruption schemes at border crossings, sanction circumvention by kleptocrats/oligarchs, public procurement fraud, conflicts of interest of politically exposed persons (PEPs) – involving law enforcement experts (police authorities and border guards) from six (6) European countries and other key actors (i.e., GovTech providers, academia, financial intermediaries, policy makers, NGOs, and civil society). FALCON’s implementation will be incremental and iterative, forming synergies between SSH and technological expertise, and will adhere to the principles of Trustworthy AI and responsible research and innovation. Lastly, FALCON has defined specific key exploitable results and performance indicators for measuring its progress and success.
