This CSA creates a unique cluster of excellence by bringing together, through their coordinators, the three successful H2020 sister projects on differentiation (EU3D, EU IDEA, InDivEU), which is amplified by the involvement of the TEPSA network and a strategy for including other experts plus UNEXE. DiCE’s overarching objective is to ensure that state-of-the-art research on differentiation is properly translated into policy-relevant advice and made readily accessible to policy-makers at European, national and regional levels of governance and society, better preparing the EU for future differentiation scenarios. The open and inclusive network will become the ‘Who’s Who’ of researchers working on differentiation and the dynamics of European integration. The three projects consist of 38 partner institutions (22 universities, 15 think tanks, 1 media partner) from across Europe involving more than 50 leading scholars and experts on differentiation. TEPSA’s presence in 35 European countries further enlarges the projects’ geographical scope. DiCE pursues a number of measurable, realistic and achievable objectives that are consistent with the call’s expectation of networking, knowledge exploitation and dissemination, and impact on EU policy-making. DiCE will: (a) create a network of experts on differentiation within and beyond Europe in an open and inclusive manner; (b) undertake a comprehensive stock-taking and synthesis of research including the production of a differentiation manual and portal; (c) map, synthesize and develop future scenarios on differentiation and test them at a scenario marathon; (d) improve the sustainability through a series of measures, including a link to Horizon Europe by working on concrete proposals for a fully-fledged think tank on differentiation with funding to be requested from the next Framework Programme.

The EU is confronted with an economic crisis which is likely to make differentiation a growing phenomenon. Turkey faces polarisation between different political forces, the state and civil society. The neighbourhood is unravelling to the east and south and a power shift is under way at global level. This questions the regional roles of Turkey and the EU. Accordingly, FEUTURE – a consortium of 13 experienced universities and think tanks from the EU, Turkey and the neighbourhood – aims to: (1) map the dynamics of EU-Turkey relations as to underlying narratives and thematic drivers; (2) substantiate most likely future scenario(s) and assess its implications; (3) draw policy recommendations. FEUTURE provides excellence and pursues an ambitious, inspiring and innovative programme in a three-phased structure of elaboration, exploration and extrapolation. It applies an inter-temporal, interdisciplinary and international approach by analysing drivers within six thematic dimensions (politics, security, economics, energy, migration, identity) and across four levels of analysis (EU, Turkey, neighbourhood, global). Phases 1 and 2 culminate in an extrapolation phase in which FEUTURE integrates new knowledge and tests the implications of 3 ideal-type future scenarios for EU-Turkey relations: conflict, cooperation and convergence. We engage in a trans-disciplinary exchange within an elite survey and with the knowledge-user community from the four levels of analysis exploiting the full range of virtual and social media as well as traditional means. FEUTURE’s work plan guarantees coherence of its research approach by streamlining work in one conceptual, one synthesis, two organisational and six thematic work packages. Joint WP meetings and three FEUTURE conferences assure intensive horizontal exchange. FEUTURE will achieve academic, practical and structural impact beyond the project.

They are influenced by the role the rest of Asia and other world powers play in the region, which the EU has to take into consideration while focusing on its comparative advantages. The main objectives of SEnECA are to strengthen and energize EU-Central Asia relations by establishing a sustainable, transdisciplinary SEnECA Research Network and the SEnECA Stakeholder Network to link European and Central Asian researchers, policy makers and stakeholders in order to improve research cooperation to develop a common SEnECA Agenda for Future Research Cooperation and EU’s Central Asia policy by setting up the SEnECA Policy Roadmap. The SEnECA Communication Plan for dissemination and awareness-raising will promote the importance of Central Asia to Europe among scholars, policy-makers, stakeholders in education, media, civil society and the EU public sphere notably through the SEnECA Exhibition. SEnECA will thus ultimately strengthen capacities in research and policy advice through the SEnECA Academic Policy Advice Training. Within two years, twelve consortium members from think tanks, universities and NGOs in Europe and Central Asia build on their Trans-European and Central Asian network with research institutions in 41 European, Central Asian and other Asian countries. Through its activities, SEnECA maps existing networks of researchers of Central Asian Studies in Europe and European Studies in Central Asia and key actors in education and media active in EU-Central Asia relations to analyse research cooperation, policies and communication on Central Asia to set up the SEnECA Research Database which forms the basis for recommending priorities and new forms of scientific cooperation following the “blended research” approach and demand-driven policy advice based on an inclusive approach to EU policy-makers and stakeholders active in EU-Central Asia relations.

Does the multi-level nature of European representative democracies require an identical level of citizen support at the regional, national and EU levels? How does social polarization on key policy issues of our times –immigration, climate change, and gender inequality– challenge the political trust in, and legitimacy of, democratic political systems? And what can policymakers and civil society do to master these challenges? ActEU aims at finding answers to these questions pursuing two overarching goals: In phase 1, we map and investigate persistent problems of declining trust, legitimacy and representation in Europe with a particular attention to the polarization of societies and the EU’s multi-level structures. Providing an innovative conceptual framework on political attitudes, behavior and representation across Europe, we establish an original empirical infrastructure based on an innovative combination of methods and newly collected quantitative and qualitative empirical data (focus groups, experimental surveys, web scraping). In phase 2, these results will flow directly into the creation of a toolbox of remedial actions to enhance political trust in and legitimacy of European representative democracies. In cooperation with a newly created Civil Society Network, Youth Democracy Labs across 13 European cities and in exchange with political cartoonists “Cartooning for democracy”, we will develop context-sensitive solutions for all polity levels and some of the most polarizing policy areas, and craft tailor-made toolkits for both policymakers and civil society and the educational sector. Finally, we deploy a differentiated dissemination strategy to maximize ActEU’s scientific, policy and societal impact in activating European citizens’ trust and working towards a new era of representative democracy.

The Consortium, brings together widely networked organisations with long-term expertise in democratic innovation across a broad range of areas (including digital democracy, rule of law, climate change, also through cultural and creative approach). It is composed of umbrella organisations, that will draw on their already existing networks to contribute to the call outcomes. The unique approach that Nets4Dem puts forward is to ‘weave’ more and better connections between existing actors and networks already active in the wider democracy field, taking advantage of each other’s strengths and reducing duplication. Nets4Dem will focus its efforts on four main objectives: (1) creating, fostering and sustaining stronger Network of policy makers, practitioners and researchers; (2) systematizing and connecting the fragmented knowledge on democratic innovation and governance research; (3) establishing a coordinated European approach to promote systematic accessibility of democratic innovation; (4) raising the ambition of policy making through policy recommendations to strengthen democracy at all levels of governance. We will seek to address the challenges we’ve identified: the need for better collaboration and networking in the democratic field, the need to connect existing knowledge on democracy and governance and make it more accessible, so that policymakers and practitioners are better equipped to the address complex challenges they are facing for inclusive societies and more resilient democracy To address these and potential new challenges, substantial efforts are required from researchers, practitioners, policy makers and citizens. One of the most impactful ways to support this work is by connecting the efforts of all those who are pursuing the same goal
