Observing the recent emergent interest in the application of big data within transport, as well as the extended scope of its applications, it is evident that most of the challenges have yet to be addressed. Leveraging Big Data to Manage Transport Operations (LeMO) project will explore the implications of the utilisation of big data to enhance the economic sustainability and competitiveness of European transport sector. The project will study and analyse big data in the European transport domain in particular with respect to five transport dimensions: mode, sector, technology, policy and evaluation. LeMO will accomplish this by conducting a series of case studies, in order to provide recommendations on the prerequisites of effective big data implementation in the transport field. Through case studies, LeMO will investigate methodological, technological, governmental and institutional issues, which in turn contribute to evidence-based decision making. LeMO will supplement these case studies with a horizontal analysis that identifies the barriers and limitations of the transportation system to exploit big data opportunities. In collaboration with strong advisory and reference group, and expert stakeholders, LeMO will devise and develop research and policy roadmap that will provide incremental steps necessary towards data openness and sharing to make transport safer, more efficient and more sustainable. Notably, LeMO will bring crucial issues linked to privacy, data security and legal aspects to the forefront, paving the way for future legal framework for the collection and exploitation of big data in transport. Furthermore, LeMO will disseminate project findings to a large population of stakeholders, including transport authorities and industries leading to better understanding of travellers' and consumers' behaviour, targeted information and identify policy interventions.

In light of this, GECKO’s main goal is to support authorities with tools and recommendations for new regulatory frameworks to lead the transition to the new mobility era of cooperative, inclusive, competitive, sustainable and interconnected mobility across all modes, through evidence-based research. GECKO provides a holistic approach with innovative concepts, methodologies and forward-looking tools to enable this transition to take place, leading to new, adaptive and anticipatory regulatory schemes and balanced governance. It will build on the strong networks of the partners on the project to ensure all solutions are co-designed and validated before submission. A number of key indicators and cooperation models will help to develop the Regulatory Frameworks Dashboard, with which the maturity of regulation with respect to emerging mobility solutions can be judged. The final output will be to provide recommendations to policy makers to enable adaptive and anticipatory regulatory schemes and governance with novel policies contributing to sustainable mobility goals. GECKO will outline an implementation plan with actions up to 2040 needed to devise regulatory approaches for disruptive innovations and identify new regulatory frameworks streamlining uptake. GECKO will advise policy makers of challenges and policies that need to be addressed to move towards integrated, accessible and sustainable mobility across modes for passenger and freight transport.

The project will develop the necessary knowledge and prepare for the possibilities that potentially will arise from the deployment of CCAM, and will aim to increase knowledge regarding the necessary skills required for CCAM deployment. CCAM-ERAS will take advantage of the possibilities arising from CCAM deployment, by envisioning a future whereby CCAM can contribute towards a more attractive and inclusive labour market by providing solutions to ensure that the relevant skills are available and are able to be up scaled across the entire CCAM value chain. Mitigating the resulting effects of introduction of CCAM requires multi-sectoral knowledge and cooperation between what were previously separate sectors (transport, technology, education etc.) CCAM-ERAS will develop new approaches and solutions to anticipate and mitigate the impacts and rebound effects on potential job losses and job relocations due to the deployment of road based CCAM systems and services, as well as boost innovation capabilities through the availability and upscaling of CCAM-specific professional skills. Schemes and actions that can contribute to the specific labour market challenges will be developed, in relation to specific 'real world' use cases. CCAM-ERAS will also identify innovations and key innovators relating to CCAM deployment, particularly those relevant to the employment, socio-economic and skills effects Including various stakeholders in the project activities will be crucial in achieving credibility and support for the results of the project. The development of a roadmap to support the socio-economic transition to CCAM will contribute to the legacy of the project. CCAM-ERAS therefore offers a set of building blocks that pave the way for a smooth transition to CCAM deployment over the short, medium, and long term.
