CONTEXT/BACKGROUNDTraditional crafts in the construction sector, such as stonecutter, mason or carpenter, tend to disappear because of, among others, the transition from one generation to the next one caused by the ageing of the crafts workers and the current unattractiveness of the construction sector, which resulting in a lack of qualified workforce to do restoration works. However, restoration activity is increasing in Europe, being in fact the most important activity. The development of learning resources about traditional techniques as a complement of vocational training would improve the response of VET system to market needs, increasing at the same time job expectations of youngsters and make the construction industry more appealing and sustainable.2. OBJECTIVES The project has two main objectives:* Gathering knowledge and techniques about traditional processes in the construction industry related to the renovation of buildings, in order to avoid the loss of know-how.* Training young workers in these techniques, to ensure a proper restoration of the traditional elements in old buildings in Europe.3. PROFILE OF PARTICIPANTSAs for the partnership, 6 entities experts in VET in the construction industry have participated in the project:- FLC (Leader, Spain)- BZB (Germany)- IFAPME (Belgium)- CCCA-BTP (France) - CENFIC (Portugal)- FORMEDIL-PUGLIA (Italy)All partners belong to the “Network for the Vocational Education and Training in the construction sector in Europe”, RE.FORM.E (www.reforme.org).4. METHODOLOGY AND ACTIVITIESThe project methodology is structured along 24 months, planned in different activities which included specific activities led by one project partner. The working methodology to gather and exploit information has combined several qualitative techniques: observations, case of studies and semi-structured interviews.Three phases have been set into motion to develop the project and its results:A1. PROJECT MANAGEMENT. Quality plan.A2. PROJECT IMPLEMENTATION. Development of deliverables and endorsement by core key agents. - Handy guide. European experiences in rehabilitation of buildings: Six case studies- Map of skills. Skills needs identification for restoration of traditional architecture in Europe- Training program. Rehabilitation of traditional architecture in Europe- Open educational resource: App ""Construction Inheritance"".- Experimentation and external validation: pilot courses.- Memorandum of Understanding (MoU).A3. PROJECT DISSEMINATION. Valorisation and sustainability 5. RESULTSThe main result of the project has been to gather and transmit traditional knowledge and building techniques, with the aim of training new workers concerning the restoration of old buildings in Europe. This collection of know-how has been transformed into learning outcomes that have been materialized in a training program and its corresponding open and digital learning resource – App -, which can be used by the VET system and/or in-company training. Also, the training program has been carried out under the European Qualification Framework (EQF) and the ECVET system to facilitate the accreditation of acquired skills, in order to enhance the acknowledgement of learning, also attained via non-formal and informal contexts.6. IMPACT- Trainees and apprentices, who may be able to acquire these skills by means of new technologies and increase their job opportunities in the sector.- Building workers, who may increase their skills on traditional restoration and therefore their job opportunities in the sector. - Trainers and VET providers in the construction industry, since they will have available an innovative training program with contents adapted to market needs.- Strengthening and promotion of quality, transparency and mutual trust in VET in Europe.- Higher coherency between labour market and the provision of VET, in order to get a better performance of youth employment and sectorial skills.7. LONG TERM BENEFITS- Fostering of VET European tools (EQF, ECVET), which will ensure a lasting and shared accreditation of acquired skills, encouraging the mobility of apprentices and workers in Europe.- Improvement of the construction sector image through its modernization and attention to the architectural heritage in Europe."

The CCCA BTP has been using it for several years and wishes to extend its scope of application in its European mobility actions. To this end, it wishes to conduct the Easy ECVET project transnationally in order to strengthen the formal recognition of learning outcomes in other European countries, and that it be integrated into the processes of validation of competences that can lead to national qualifications.Due to more or less well-founded reluctances and/or to various misunderstandings, we have been able to observe that the ECVET framework is only used by a limited number of the partners with whom the CCCA BTP has been cooperating for several years. Our objective is therefore to develop, even trivialise its use, in the course of mobility of apprentices’ actions. We wish to ensure that the ECVET framework is implemented as widely as possible until it can be taken into account in the certification of training path in the various countries concerned.Five vocational and educational training organisations or centers from five different countries (Belgium, Denmark, Finland, France and Spain) will be involved in this project. They have been chosen on the basis of their reliability, seriousness and motivation. Each of them has a particular interest in ECVET either because they have already implemented it and wish to go further, or because they wish to implement it and need the help from more experienced organisations.This mixture of experience and novitiate seems to us to be conducive to the quality of a common reflection. This project will be carried out over a period of three years and will be punctuated by the alternation of six transnational meetings (two per year) and two learning activities.- The transnational meetings are intended to be the ""think tank"" (analysis of practices, exploration of other contexts, training engineering) of the project and to support the steering committee, which will be responsible for producing technical guides and recommendations. Each country will mobilise two participants, for a total of ten people.- The learning activities will rather be ""exchange of practices and production workshops"" (pedagogical engineering, production of tools and protocols) in which two participants per country (pedagogical staff of the training institutions concerned) will collaborate. The 2 usual referents of each partner will also take part. That is to say 20 people for each activity.These two working groups will produce, in close collaboration and synergy, protocols and tools necessary for carrying out ECVET assessments.The aim is not to model a single procedure, but to facilitate the implementation of the ECVET framework, based on a common understanding and co-constructed arrangements.In a more operational phase that will follow, these supports will be tested during mobility actions that will be carried out during the last fifteen months of the Easy ECVET project, to test the reliability of these tools in the field and to improve them if necessary. Apprentices or trainees and company tutors will also ultimately benefit from the project.An ECVET expert will intervene at the very beginning of the project to give or give back to all the partners the same degree of information and answer their questions. He or she may be mobilised during the project if needed.Each partner will be responsible for relaying the decisions taken and the work to be carried out in its country. They will supervise the work, lead the educational teams mobilised and ensure the implementation of mobility actions which will allow the tools and protocols produced to be tested. Confrontations between participants from different countries will promote a mutual understanding of their different national contexts in order to facilitate collaboration.The production of appropriate guides, materials and recommendations, as well as their implementation in the field, should enhance the skills of the teaching teams in transnational evaluation issues and disinhibit the use of the ECVET framework in the context of apprentice mobility.Beyond the project, we aim to develop our partnership and our bilateral links with all our European partners, to contribute to the dissemination of the ECVET system and to set up or strengthen internationalisation strategies within our organisations.The state of mind of the project can be summarised as follows: ""confront in order to understand, compare in order to question, collaborate in order to co-construct, cooperate in order to implement""."

However, the construction industry remains a predominantly male enclave, despite the efforts made to make it inclusive. Today, there are signs of a cultural shift in the industry and women can be found in high-skilled occupations, such as engineers or architects, being still scarce the percentage of women working on construction-site (9% average UE). What are the real obstacles to women entering and remaining in different construction occupations? Some individual, market and social difficulties have been identified: *Intrinsic barriers: women don’t see themselves as construction workers.*Labour market barriers: low recruitment of women; poor visibility of women's professionals. *Sectoral barriers: sector's inability to attract women and young people. In addition to above blockades, it could be also mentioned the inappropriate provision of training, as well as employment and working conditions, which also determine the male-oriented shape of the construction industry. OBJECTIVES In order to contribute to overcome the barriers explained above, Women can Build tries to re-envision the vocational training towards an equal construction industry by achieving the following objectives: *To provide gender-oriented measures to main actors involved. *To enhance women sensitivity towards this sector.*To re-envision the training focus approach in VET providers and trainers. *To establish guidance measures to enterprises towards a gender awareness-raising and balance. ACTIVITIESVarious activities have been carried out to achieve project's objectives and contribute to remove existing barriers to women's access to the construction sector: 1. VET trainers' overview on gender-equality status quo and gender-sensitive MOOC (Massive Open Online Course)2. Learning by-doing: immersive experience for women to attract women to the construction sector3. Role models/testimonies of women in construction sector, as a fundamental element to change social imaginary4. Guidelines for VET centres to provide a training offer better addressed to women5. Definition of an action plan for companies to encourage the recruitment of women in the sector6. Dissemination actions for awareness raising (social networks, events, media, etc.)PARTICIPANTSThe project has addressed 4 direct target groups and 1 indirect: 1 Women: testimonies and course (100+43)2 Trainers of construction sector: survey and MOOC (500+90) 3 VET centres: survey (292)4 Enterprises: survey (60)5 Stakeholders and society in general: dissemination (4.187.174) All in all, we have addresed 1.085 participants directly benefited by project activities, as well as 4.187.174 potential recipients. METHODOLOGY The project has used a participatory methodology, aimed to target and involve, on the one hand main beneficiaries that have participated directly in the activities, and on the other hand relevant key players that provide feedback and endorse results. Also, the combination of quantitative and qualitative techniques has gotten the most out of different sources, allowing sound and supported conclusions and recommendations. Besides, the holistic approach of the project based on the three pillars recommended by the European Insitute for Gender Equality (EIGE), which are education, sensitizacion and dissemination, allows its transfer to others sectors alike and countries with similar difficulties. RESULTS *Provision of new educational approaches with a gender-oriented approach*Encancing access to training for all: MOOC for trainers and immersive training experience for women*Dissemination of inspirational stories of women in the sector (role models). *Awareness raising among constrution enterprises and sector in general for women recruitment*Favour social inclusion, especially the labour integration of women in the construction market*Valorisation of the construction sector and improvement of its social image. IMPACT The project has obtained a very high impact, with many relevant stakeholders interested in the project and its results and with many news and references on media (press, radio and even TV), as well as a lot of participation in dissemination events and professional fora. This high project’s impact within the sector and its organisations has been possible due to the presence of large and relevant VET providers, which are mainly formed by employers' associations and trade unions and/or public institutions. Moreover, the European dimension of action has fostered social innovation and impact at EU level exceeding the initial expectations. POTENTIAL LONG-TERM BENEFITSThe findings may guide organisations to develop and implement policies, strategies and initiatives geared towards attracting, integrating, supporting and motivating women who are, or wish to be, employed in historically male-dominated occupations in the construction industry.

To do this, they must constantly improve the quality of the training provided and of training courses in general. In addition, we have all been involved for several years in international development, through mobility and cooperation projects. This allows us to pursue many objectives, in particular:- the internationalization of our young people's careers (and their skills, employability, openness, etc.);- the professionalization of our teams and the development of their skills, especially in teaching;- pedagogical innovation in our establishments, adaptation of our training to the needs of the job market.This non-exhaustive list allows us to measure the benefits of cooperation between our institutions. REFORME PLUS has allowed us to give a framework to the development of these collaborations, to strengthen our network and its activities and to increase the internationalization of our teams by involving them in the activities and mobilities of the project. The exchanges of practices, experiences and know-how and the learning activities have mainly focused on the following three themes:- Improving the image and attractiveness of apprenticeship in the construction sector by focusing on successful careers in the sector.- Increasing the quality of training: pooling and exchanging good practices for European cooperation in order to guarantee the quality of training and training paths delivered by REFORME partners.- Developing new types of mobility: in particular with regard to tutors in companies; and long-term mobility (at least 2 months).These three objectives could only be achieved by involving the main actors and vectors of change present in the training centers and in the companies: training managers, trainers and mobility coaches and company tutors/mentors. This is why the REFORME PLUS project planned five learning activities addressed to these participants for a total of 45 mobilities and at least as many local participants. Due to the impossibility to travel during the health crisis and especially during the second half of the project, 1 learning activity could be held face-to-face (Mobility of the 2 Spanish partners in France); 1 other was organized at a distance (Virtual mobility of the French partner in Belgium). They gave rise to 21 physical and virtual mobilities and mobilized a minimum of 27 local participants.These activities were composed of workshops and information and exchange sessions on the three themes mentioned above, aiming at developing and promoting the internationalization of the participating institutions.In addition, 4 transnational meetings were held; 3 face-to-face and 1 remote during the covid period. They gathered a total of 50 participants and made it possible to work on the three stated themes, including each time the intervention of an external expert on a given theme.REFORME PLUS has thus contributed to strengthening the links and exchanges between the partners of the Reforme network. The exchange of practices and the perspective generated by the interventions and workshops have fuelled the partners' reflections on these different subjects. The participants in the two learning activities greatly appreciated sharing and confronting their needs and issues, which are often common across borders, but in different contexts.

Case studies show that retraining is required for workers to convert to an occupation and to upskilling which enable a person to fulfil an occupation mainly through an add-on of knowledge. Erasmus+ programme encompasses the whole range of learning: formal and informal learning, workplace learning, skills, knowledge, attitudes and behaviour that people acquire in day-to-day experiences. Due to fast development of TIDS, there should be put more attention not only to mobility of labour but also to distinction between the formal qualifications that a person possesses, acquired from initial stage of their career and the skills and competencies developed through experience and on-the-job. The measure of TIDS market is rapidly growing the usage of plasterboard per capita in the country (e.g.RO-2,05m,PL-1,90m-data by Saint-Gobain Construction Products). The scope and goals of CertiVET project will try to addresses European priority of ECVET for transparency and recognition of learning outcomes and qualifications. It is focused on trainers in the construction industry who are specialized in technology of interior drywall systems. The main aim is to improve the obtained outcomes from the previous project LdV-TOI realised between 2011/12: Supporting system for nonformal and informal learning for low-skilled workers(2010-1-PL1-LEO05-11472) - SkillSup (www.skillsup.eu). The results of the project will be solutions that make self learning and improving skills easier in the workplace as well as enabling possible self-learning in convenient moment of time and will support the learners when performing vocational tasks.The project will be oriented to achieve the following main goals:- to perform extended studies and researches on training activities for TIDS domain qualifications in the partners countries, with the reuse the results obtained in the previous project - to create an effective set of competence standards for VET trainers in TIDS, based on this research and the cooperation between the experts from the partners countries and on the needs resulted from the labor market, - to elaborate a set of procedures for competence validation, based on solutions related to the ECVET system-to provide a set of software tools able to put in practice the procedures of competence validation and qualification previously created in the frame of the project-to integrate the work results in a consistent model of certification of qualification, that will be evaluated and certified in the partners countries.Necessity of acquiring new skills in the era of globalization and rapid technological changes are causing important shifts in labour markets and vocational education and training. European economies are undergoing substantial transformation. The strategy Europe2020 aims at achieving smart, sustainable and inclusive growth. This growth is intended to be driven by a set of engines: knowledge, innovation, greener and more efficient use of resources, higher employment combined with social and territorial cohesion. Demographic and cultural changes are contributing to the skills shortages therefore the Agenda for New Skills and Jobs aims to promote employment and reintegration into the labour market of workers made redundant through activation, retraining and skills upgrading measures. The training system for the construction industry is a part of the vocational education and training system. Continuing education and nonformal forms of learning and professional improvement prefer learning through practical experience. Many craftsmen and building workers need up-skilling. Existing qualification schemes, accreditation structures and training incentives are not covering competence standards for VET trainers. Moreover in many EU countries there is no legal acts describing the trainer’s competences. That is why the major goal in the partnership is to develop of the competence standard for the VET trainer in the construction sector, in line with the EQF, and focus on upgrading or establishing large-scale qualification and training schemes in order to increase the number of skilled VET trainers of construction sector. It's important to develop partnership between education and training providers, research institutions and cultural actors to support innovation and to increase employability and to make education and training more relevant to the world of work. The consortium consisted of education, industry and VET stakeholders will try to have impact on selected target group to increase the value of innovative solutions for improvement of VET trainers competencies in the construction sector.
