    To understand forest dynamics under today’s changing environmental conditions, it is important to analyze the state of forests at large scales. Forest inventories are not available for all regions, so it is important to use other additional methods, e.g., remote sensing observations. Increasingly, remotely sensed data based on optical instruments and airborne LIDAR are becoming widely available for forests. There is great potential in analyzing these measurements and gaining an understanding of forest states. In this work, we combine the new-generation radiative transfer model mScope with the individual-based forest model FORMIND to generate reflectance spectra for forests. Combining the two models allows us to account for species diversity at different height layers in the forest. We compare the generated reflectances for forest stands in Finland, in the region of North Karelia, with Sentinel-2 measurements. We investigate which level of forest representation gives the best results and explore the influence of different calculation methods of mean leaf parameters. For the majority of the forest stands, we generated good reflectances with all levels of forest representation compared to the measured reflectance. Good correlations were also found for the vegetation indices (especially NDVI with R2=0.62). This work provides a forward modeling approach for relating forest reflectance to forest characteristics. With this tool, it is possible to analyze a large set of forest stands with corresponding reflectances. This opens up the possibility to understand how reflectance is related to succession and different forest conditions.

    While Earth observation (EO) increasingly provides a multitude of solutions to address environmental issues and sustainability from the city to global scale, their operational integration into the Sustainable Development Goals (SDG) framework is still falling behind. Within this framework, SDG Indicator 11.6.2 asks countries to report the “annual mean levels of fine particulate matter (PM2.5) in cities (population-weighted)”. The official United Nations (UN) methodology entails aggregation into a single, national level value derived from regulatory air quality monitoring networks, which are non-existent or sparse in many countries. EO, including, but not limited to remote sensing, brings forth novel monitoring methods to estimate SDG Indicator 11.6.2 alongside more traditional ones, and allows for comparability and scalability in the face of varying city definitions and monitoring capacities which impact the validity and usefulness of such an indicator. Pursuing a more harmonised global approach, the H2020 SMURBS/ERA-PLANET project provides two EO-driven approaches to deliver the indicator on a more granular level across Europe. The first approach provides both city and national values for SDG Indicator 11.6.2 through exploiting the Copernicus Atmospheric Monitoring Service reanalysis data (0.1° resolution and incorporating in situ and remote sensing data) for PM2.5 values. The SDG Indicator 11.6.2 values are calculated using two objective city definitions—“functional urban area” and “urban centre”—that follow the UN sanctioned Degree of Urbanization concept, and then compared with official indicator values. In the second approach, a high-resolution city-scale chemical transport model ingests satellite-derived data and calculates SDG Indicator 11.6.2 at intra-urban scales. Both novel approaches to calculating SDG Indicator 11.6.2 using EO enable exploration of air pollution hotspots that drive the indicator as well as actual population exposure within cities, which can influence funding allocation and intervention implementation. The approaches are introduced, and their results frame a discussion around interesting policy implications, all with the aim to help move the dial beyond solely reporting on SDGs to designing the pathways to achieve the overarching targets.

    The complexity of historical urban centres progressively needs a strategic improvement in methods and the scale of knowledge concerning the vulnerability aspect of seismic risk. A geographical multi-scale point of view is increasingly preferred in the scientific literature and in Italian regulation policies, that considers systemic behaviors of damage and vulnerability assessment from an urban perspective according to the scale of the data, rather than single building damage analysis. In this sense, a geospatial data sciences approach can contribute towards generating, integrating, and making virtuous relations between urban databases and emergency-related data, in order to constitute a multi-scale 3D database supporting strategies for conservation and risk assessment scenarios. The proposed approach developed a vulnerability-oriented GIS/HBIM integration in an urban 3D geodatabase, based on multi-scale data derived from urban cartography and emergency mapping 3D data. Integrated geometric and semantic information related to historical masonry buildings (specifically the churches) and structural data about architectural elements and damage were integrated in the approach. This contribution aimed to answer the research question supporting levels of knowledge required by directives and vulnerability assessment studies, both about the generative workflow phase, the role of HBIM models in GIS environments and toward user-oriented webGIS solutions for sharing and public use fruition, exploiting the database for expert operators involved in heritage preservation.

    The purpose of this research is to demonstrate the strong potential of Earth-observation (EO) data and techniques in support of migration policies, and to propose actions to fill the existing structural gaps. The work was carried out within the “Smart URBan Solutions for air quality, disasters and city growth” (SMURBS, ERA-PLANET/H2020) project. The novelties introduced by the implemented solutions are based on the exploitation and synergy of data from different EO platforms (satellite, aerial, and in situ). The migration theme is approached from different perspectives. Among these, this study focuses on the design process of an EO-based solution for tailoring and monitoring the SDG 11 indicators in support of those stakeholders involved in migration issues, evaluating the consistency of the obtained results by their compliance with the pursued objective and the current policy framework. Considering the city of Bari (southern Italy) as a case study, significant conclusions were derived with respect to good practices and obstacles during the implementation and application phases. These were considered to deliver an EO-based proposal to address migrants’ inclusion in urban areas, and to unfold the steps needed for replicating the solution in other cities within and outside Europe in a standardized manner.

    We describe here the results of the characterization of subsurface structures in an area of the south-eastern edge of the Bohemian Massif, in Austria by high-resolution geophysical survey techniques and advanced analysis methods of potential fields. The employed methods included potential field multiscale techniques for source-edge location and characterization of sources at depth. Our results confirmed the presence of already known structures: the location of the Diendorf Fault and the Moldanubian Shearzone are clearly recognized in the data at the same location as on the geological maps, even where the Diendorf fault is covered with sediments of the Molasse Basin. In addition, we detected several geological contacts between different rock types in the Bohemian Massif west of the Diendorf Fault. From our results, we were also able to quickly identify and image, without a priori information, previously unknown structures, such as faults with-depth-to-the top of about 500 m and magmatic intrusions about 400 m deep.

    Recently, various Earth Observation Networks (EONs) have been designed, developed and launched by in-situ, on-site and off-site collected data from fixed and moving marine sensors and remote sensing (RS) satellite data. This information can significantly help a wide range of public and private end-users better understand the medium- and high-resolution numerical models for regional, national and global coverage. In this context, such EON core services’ operational numerical data can be seen of the growing demand result for marine sustainability development of developing countries and the European Union (EU). In this case, marine platforms can offer a wide range of benefits to users of human communities in the same environment using meticulous analyses. Furthermore, marine platforms can contribute to a deeper discourse on the ocean, given the required regulations, technical and legal considerations and users to a common typology using clear scientific terminology. In this regard, firstly, the following six steps have been used to develop a better understanding of the essential data structure that is commensurate with the efficiency of the marine end-user’s service: (1) steps and challenges of collecting data, (2) stakeholder engagement to identify, detect and assess the specific needs of end-users, (3) design, develop and launch the products offered to meet the specific needs of users, (4) achieve sustainable development in the continuous provision of these products to end-users, (5) identify future needs and challenges, and (6) online platform architecture style related to providing these products to end-users. Secondly, the innovation of the ODYSSEA (Operating a Network of Integrated Observatory Systems in the Mediterranean Sea) platform project has been evaluated and reviewed as a successful project on marine online platforms to better understand how marine online platforms are being used, designed, developed and launched. The ODYSSEA platform provides a system that bridges the gap between operational oceanographic capabilities and the need for information on marine conditions, including for the end-user community. The project aims to develop a fully integrated and cost-effective cross-platform, multi-platform network of observation and forecasting systems across the Mediterranean Sea.

    This research was funded by the National Research foundation of Ukraine within the project 2020.02/0284 «Geospatial models and information technologies of satellite monitoring of smart city problems», which won the competition “Leading and Young Scientists Research Support”. Ukraine is an associate member of the European Union, and in the coming years, it is expected that all the data and services already used by European Union countries will become available for Ukraine. An important program, which is the basis for building European monitoring services for smart cities, is the Copernicus program. The two most important services of this program are the Copernicus Land Monitoring Service (CLMS) and the Copernicus Atmosphere Monitoring Service (CAMS). CLMS provides important information on land use in Europe. In the context of smart cities, the most valuable tool is the Urban Atlas service, which is related to local CLMS services and provides a detailed digital city plan in vector form, which is segmented into small functional areas classified by Coordinate Information on the Environment (CORINE) nomenclature. The Urban Atlas is a geospatial layer with high resolution, built for all European cities with a population of more than 100,000. It combines high-resolution satellite data, city segmentation by blocks and functional urban areas (FUAs), important city infrastructure, etc. This product is used as a basis for city planning and obtaining analytics on the most important indicators of city development, including air quality monitoring. For Ukraine, such geospatial products are not provided under the Copernicus program. In this article, FUAs are developed for Ukrainian cities using European technology. It is important to start work on this program’s implementation as early as possible so that when the first city atlas appears, Ukraine will be ready to work with it together with the European community. This requires preparing the basis for national research and training national stakeholders and consumers to use this product. To make this happen, it is necessary to have a national geospatial product that can be used as an analogue of the city atlas. In this article, the authors analyzed the existing methods of air quality assessment and the Global Sustainable Development Goal (SDG) indicator 11.6.2, “Annual mean levels of fine particulate matter (e.g., PM2.5 and PM10) in cities (population weighted)”, achieved for European cities. Based on this, indicator 11.6.2 was then evaluated for the first time in Ukraine, considering the next 5 years. For the correct use of global products for Ukraine, CAMS global satellite data and population data (Global Human Settlement Layer and NASA population data) for Ukrainian cities were validated. These studies showed a statistically significant result and, therefore, demonstrated that global products can be used to monitor air quality both at the city level and for Ukraine as a whole. The obtained results were analyzed, and the values of indicator 11.6.2 for Ukraine were compared with those for other European countries.

    Plant primary production is a key factor in ecosystem dynamics. In environments with high climatic variability such as the Mediterranean region, plant primary production shows strong seasonal and inter-annual fluctuations, which both drive and interplay with herbivore grazing. Knowledge on the responses of different vegetation types to the variability in both rainfall and grazing pressure by wild and domestic ungulates is a necessary starting point for the sustainable management of these ecosystems. In this work we combine a 15 year series of remote sensing data on plant production (NDVI) with meteorological (daily precipitation data) and ungulate abundance (annual counts of four species of wild and domestic ungulates: red deer, fallow deer, cattle, and horses) in an iconic protected area (the Doñana National Park, SW Spain) to (i) estimate the impact of intra- and inter-annual variation in rainfall and herbivore pressure on primary production, for each of four main vegetation types; and (ii) evaluate the potential impact of different policy (i.e., herbivore management) strategies under expected climate change scenarios. Our results show that the production of different vegetation types differed strongly in their responses to phenology (a surrogate of the effect of climatology on vegetation development), water availability (rainfall accumulated until the phenological peak), and grazing pressure. Although the density of domestic ungulates shows a linear, negative effect on the primary production of three of the four vegetation types, differences in primary production and phenology among vegetation types increase ecosystem resilience to both climatological variability and grazing pressure. Such resilience may, however, be reduced under the conditions predicted by climate change models, if the moderate predicted reduction in rainfall levels combines with moderate to high densities of domestic ungulates, resulting in important reductions in primary production that may compromise plant regeneration, leading to irreversible degradation. New management strategies taking advantage of habitat heterogeneity and phenological alternation, more flexible stocking rates, and the redistribution of management units should be considered to mitigate these effects. The use of available remote sensing data and techniques in combination with statistical models represents a valuable tool for developing, monitoring, and refining such strategies. Peer reviewed

    Conservation and policy agendas, such as the European Biodiversity strategy, Aichi biodiversity (target 5) and Common Agriculture Policy (CAP), are overlooking the progress made in mountain grassland cover conservation by 2020, which has significant socio-ecological implications to Europe. However, because the existing data near 2020 is scarce, the shifting character of mountain grasslands remains poorly characterized, and even less is known about the conservation outcomes because of different governance regimes and map uncertainty. Our study used Landsat satellite imagery over a transboundary mountain region in the northwestern Iberian Peninsula (Peneda-Gerês) to shed light on these aspects. Supervised classifications with a multiple classifier ensemble approach (MCE) were performed, with post classification comparison of maps established and bias-corrected to identify the trajectory in grassland cover, including protected and unprotected governance regimes. By analysing class-allocation (Shannon entropy), creating 95% confidence intervals for the area estimates, and evaluating the class-allocation thematic accuracy relationship, we characterized uncertainty in the findings. The bias-corrected estimates suggest that the positive progress claimed internationally by 2020 was not achieved. Our null hypothesis to declare a positive progress (at least equality in the proportion of grassland cover of 2019 and 2002) was rejected (X2 = 1972.1, df = 1, p p = 0.0001, n = 708) suggesting a relationship between the quality of pixel assignment and thematic accuracy. We therefore encourage a post-2020 conservation and policy action to safeguard mountain grasslands by enhancing the role of protected governance regimes. To reduce uncertainty, grassland gain mapping requires additional remote sensing research to find the most adequate spatial and temporal data resolution to retrieve this process.     Water quality measures for inland and coastal waters are available as discrete samples from professional and volunteer water quality monitoring programs and higher-frequency, near-continuous data from automated in situ sensors. Water quality parameters also are estimated from model outputs and remote sensing. The integration of these data, via data assimilation, can result in a more holistic characterization of these highly dynamic ecosystems, and consequently improve water resource management. It is becoming common to see combinations of these data applied to answer relevant scientific questions. Yet, methods for scaling water quality data across regions and beyond, to provide actionable knowledge for stakeholders, have emerged only recently, particularly with the availability of satellite data now providing global coverage at high spatial resolution. In this paper, data sources and existing data integration frameworks are reviewed to give an overview of the present status and identify the gaps in existing frameworks. We propose an integration framework to provide information to user communities through the the Group on Earth Observations (GEO) AquaWatch Initiative. This aims to develop and build the global capacity and utility of water quality data, products, and information to support equitable and inclusive access for water resource management, policy and decision making.     To understand forest dynamics under today’s changing environmental conditions, it is important to analyze the state of forests at large scales. Forest inventories are not available for all regions, so it is important to use other additional methods, e.g., remote sensing observations. Increasingly, remotely sensed data based on optical instruments and airborne LIDAR are becoming widely available for forests. There is great potential in analyzing these measurements and gaining an understanding of forest states. In this work, we combine the new-generation radiative transfer model mScope with the individual-based forest model FORMIND to generate reflectance spectra for forests. Combining the two models allows us to account for species diversity at different height layers in the forest. We compare the generated reflectances for forest stands in Finland, in the region of North Karelia, with Sentinel-2 measurements. We investigate which level of forest representation gives the best results and explore the influence of different calculation methods of mean leaf parameters. For the majority of the forest stands, we generated good reflectances with all levels of forest representation compared to the measured reflectance. Good correlations were also found for the vegetation indices (especially NDVI with R2=0.62). This work provides a forward modeling approach for relating forest reflectance to forest characteristics. With this tool, it is possible to analyze a large set of forest stands with corresponding reflectances. This opens up the possibility to understand how reflectance is related to succession and different forest conditions.

    While Earth observation (EO) increasingly provides a multitude of solutions to address environmental issues and sustainability from the city to global scale, their operational integration into the Sustainable Development Goals (SDG) framework is still falling behind. Within this framework, SDG Indicator 11.6.2 asks countries to report the “annual mean levels of fine particulate matter (PM2.5) in cities (population-weighted)”. The official United Nations (UN) methodology entails aggregation into a single, national level value derived from regulatory air quality monitoring networks, which are non-existent or sparse in many countries. EO, including, but not limited to remote sensing, brings forth novel monitoring methods to estimate SDG Indicator 11.6.2 alongside more traditional ones, and allows for comparability and scalability in the face of varying city definitions and monitoring capacities which impact the validity and usefulness of such an indicator. Pursuing a more harmonised global approach, the H2020 SMURBS/ERA-PLANET project provides two EO-driven approaches to deliver the indicator on a more granular level across Europe. The first approach provides both city and national values for SDG Indicator 11.6.2 through exploiting the Copernicus Atmospheric Monitoring Service reanalysis data (0.1° resolution and incorporating in situ and remote sensing data) for PM2.5 values. The SDG Indicator 11.6.2 values are calculated using two objective city definitions—“functional urban area” and “urban centre”—that follow the UN sanctioned Degree of Urbanization concept, and then compared with official indicator values. In the second approach, a high-resolution city-scale chemical transport model ingests satellite-derived data and calculates SDG Indicator 11.6.2 at intra-urban scales. Both novel approaches to calculating SDG Indicator 11.6.2 using EO enable exploration of air pollution hotspots that drive the indicator as well as actual population exposure within cities, which can influence funding allocation and intervention implementation. The approaches are introduced, and their results frame a discussion around interesting policy implications, all with the aim to help move the dial beyond solely reporting on SDGs to designing the pathways to achieve the overarching targets.

    The complexity of historical urban centres progressively needs a strategic improvement in methods and the scale of knowledge concerning the vulnerability aspect of seismic risk. A geographical multi-scale point of view is increasingly preferred in the scientific literature and in Italian regulation policies, that considers systemic behaviors of damage and vulnerability assessment from an urban perspective according to the scale of the data, rather than single building damage analysis. In this sense, a geospatial data sciences approach can contribute towards generating, integrating, and making virtuous relations between urban databases and emergency-related data, in order to constitute a multi-scale 3D database supporting strategies for conservation and risk assessment scenarios. The proposed approach developed a vulnerability-oriented GIS/HBIM integration in an urban 3D geodatabase, based on multi-scale data derived from urban cartography and emergency mapping 3D data. Integrated geometric and semantic information related to historical masonry buildings (specifically the churches) and structural data about architectural elements and damage were integrated in the approach. This contribution aimed to answer the research question supporting levels of knowledge required by directives and vulnerability assessment studies, both about the generative workflow phase, the role of HBIM models in GIS environments and toward user-oriented webGIS solutions for sharing and public use fruition, exploiting the database for expert operators involved in heritage preservation.

    The purpose of this research is to demonstrate the strong potential of Earth-observation (EO) data and techniques in support of migration policies, and to propose actions to fill the existing structural gaps. The work was carried out within the “Smart URBan Solutions for air quality, disasters and city growth” (SMURBS, ERA-PLANET/H2020) project. The novelties introduced by the implemented solutions are based on the exploitation and synergy of data from different EO platforms (satellite, aerial, and in situ). The migration theme is approached from different perspectives. Among these, this study focuses on the design process of an EO-based solution for tailoring and monitoring the SDG 11 indicators in support of those stakeholders involved in migration issues, evaluating the consistency of the obtained results by their compliance with the pursued objective and the current policy framework. Considering the city of Bari (southern Italy) as a case study, significant conclusions were derived with respect to good practices and obstacles during the implementation and application phases. These were considered to deliver an EO-based proposal to address migrants’ inclusion in urban areas, and to unfold the steps needed for replicating the solution in other cities within and outside Europe in a standardized manner.

    We describe here the results of the characterization of subsurface structures in an area of the south-eastern edge of the Bohemian Massif, in Austria by high-resolution geophysical survey techniques and advanced analysis methods of potential fields. The employed methods included potential field multiscale techniques for source-edge location and characterization of sources at depth. Our results confirmed the presence of already known structures: the location of the Diendorf Fault and the Moldanubian Shearzone are clearly recognized in the data at the same location as on the geological maps, even where the Diendorf fault is covered with sediments of the Molasse Basin. In addition, we detected several geological contacts between different rock types in the Bohemian Massif west of the Diendorf Fault. From our results, we were also able to quickly identify and image, without a priori information, previously unknown structures, such as faults with-depth-to-the top of about 500 m and magmatic intrusions about 400 m deep.

    Recently, various Earth Observation Networks (EONs) have been designed, developed and launched by in-situ, on-site and off-site collected data from fixed and moving marine sensors and remote sensing (RS) satellite data. This information can significantly help a wide range of public and private end-users better understand the medium- and high-resolution numerical models for regional, national and global coverage. In this context, such EON core services’ operational numerical data can be seen of the growing demand result for marine sustainability development of developing countries and the European Union (EU). In this case, marine platforms can offer a wide range of benefits to users of human communities in the same environment using meticulous analyses. Furthermore, marine platforms can contribute to a deeper discourse on the ocean, given the required regulations, technical and legal considerations and users to a common typology using clear scientific terminology. In this regard, firstly, the following six steps have been used to develop a better understanding of the essential data structure that is commensurate with the efficiency of the marine end-user’s service: (1) steps and challenges of collecting data, (2) stakeholder engagement to identify, detect and assess the specific needs of end-users, (3) design, develop and launch the products offered to meet the specific needs of users, (4) achieve sustainable development in the continuous provision of these products to end-users, (5) identify future needs and challenges, and (6) online platform architecture style related to providing these products to end-users. Secondly, the innovation of the ODYSSEA (Operating a Network of Integrated Observatory Systems in the Mediterranean Sea) platform project has been evaluated and reviewed as a successful project on marine online platforms to better understand how marine online platforms are being used, designed, developed and launched. The ODYSSEA platform provides a system that bridges the gap between operational oceanographic capabilities and the need for information on marine conditions, including for the end-user community. The project aims to develop a fully integrated and cost-effective cross-platform, multi-platform network of observation and forecasting systems across the Mediterranean Sea.

    This research was funded by the National Research foundation of Ukraine within the project 2020.02/0284 «Geospatial models and information technologies of satellite monitoring of smart city problems», which won the competition “Leading and Young Scientists Research Support”. Ukraine is an associate member of the European Union, and in the coming years, it is expected that all the data and services already used by European Union countries will become available for Ukraine. An important program, which is the basis for building European monitoring services for smart cities, is the Copernicus program. The two most important services of this program are the Copernicus Land Monitoring Service (CLMS) and the Copernicus Atmosphere Monitoring Service (CAMS). CLMS provides important information on land use in Europe. In the context of smart cities, the most valuable tool is the Urban Atlas service, which is related to local CLMS services and provides a detailed digital city plan in vector form, which is segmented into small functional areas classified by Coordinate Information on the Environment (CORINE) nomenclature. The Urban Atlas is a geospatial layer with high resolution, built for all European cities with a population of more than 100,000. It combines high-resolution satellite data, city segmentation by blocks and functional urban areas (FUAs), important city infrastructure, etc. This product is used as a basis for city planning and obtaining analytics on the most important indicators of city development, including air quality monitoring. For Ukraine, such geospatial products are not provided under the Copernicus program. In this article, FUAs are developed for Ukrainian cities using European technology. It is important to start work on this program’s implementation as early as possible so that when the first city atlas appears, Ukraine will be ready to work with it together with the European community. This requires preparing the basis for national research and training national stakeholders and consumers to use this product. To make this happen, it is necessary to have a national geospatial product that can be used as an analogue of the city atlas. In this article, the authors analyzed the existing methods of air quality assessment and the Global Sustainable Development Goal (SDG) indicator 11.6.2, “Annual mean levels of fine particulate matter (e.g., PM2.5 and PM10) in cities (population weighted)”, achieved for European cities. Based on this, indicator 11.6.2 was then evaluated for the first time in Ukraine, considering the next 5 years. For the correct use of global products for Ukraine, CAMS global satellite data and population data (Global Human Settlement Layer and NASA population data) for Ukrainian cities were validated. These studies showed a statistically significant result and, therefore, demonstrated that global products can be used to monitor air quality both at the city level and for Ukraine as a whole. The obtained results were analyzed, and the values of indicator 11.6.2 for Ukraine were compared with those for other European countries.

    Plant primary production is a key factor in ecosystem dynamics. In environments with high climatic variability such as the Mediterranean region, plant primary production shows strong seasonal and inter-annual fluctuations, which both drive and interplay with herbivore grazing. Knowledge on the responses of different vegetation types to the variability in both rainfall and grazing pressure by wild and domestic ungulates is a necessary starting point for the sustainable management of these ecosystems. In this work we combine a 15 year series of remote sensing data on plant production (NDVI) with meteorological (daily precipitation data) and ungulate abundance (annual counts of four species of wild and domestic ungulates: red deer, fallow deer, cattle, and horses) in an iconic protected area (the Doñana National Park, SW Spain) to (i) estimate the impact of intra- and inter-annual variation in rainfall and herbivore pressure on primary production, for each of four main vegetation types; and (ii) evaluate the potential impact of different policy (i.e., herbivore management) strategies under expected climate change scenarios. Our results show that the production of different vegetation types differed strongly in their responses to phenology (a surrogate of the effect of climatology on vegetation development), water availability (rainfall accumulated until the phenological peak), and grazing pressure. Although the density of domestic ungulates shows a linear, negative effect on the primary production of three of the four vegetation types, differences in primary production and phenology among vegetation types increase ecosystem resilience to both climatological variability and grazing pressure. Such resilience may, however, be reduced under the conditions predicted by climate change models, if the moderate predicted reduction in rainfall levels combines with moderate to high densities of domestic ungulates, resulting in important reductions in primary production that may compromise plant regeneration, leading to irreversible degradation. New management strategies taking advantage of habitat heterogeneity and phenological alternation, more flexible stocking rates, and the redistribution of management units should be considered to mitigate these effects. The use of available remote sensing data and techniques in combination with statistical models represents a valuable tool for developing, monitoring, and refining such strategies. Peer reviewed

    Conservation and policy agendas, such as the European Biodiversity strategy, Aichi biodiversity (target 5) and Common Agriculture Policy (CAP), are overlooking the progress made in mountain grassland cover conservation by 2020, which has significant socio-ecological implications to Europe. However, because the existing data near 2020 is scarce, the shifting character of mountain grasslands remains poorly characterized, and even less is known about the conservation outcomes because of different governance regimes and map uncertainty. Our study used Landsat satellite imagery over a transboundary mountain region in the northwestern Iberian Peninsula (Peneda-Gerês) to shed light on these aspects. Supervised classifications with a multiple classifier ensemble approach (MCE) were performed, with post classification comparison of maps established and bias-corrected to identify the trajectory in grassland cover, including protected and unprotected governance regimes. By analysing class-allocation (Shannon entropy), creating 95% confidence intervals for the area estimates, and evaluating the class-allocation thematic accuracy relationship, we characterized uncertainty in the findings. The bias-corrected estimates suggest that the positive progress claimed internationally by 2020 was not achieved. Our null hypothesis to declare a positive progress (at least equality in the proportion of grassland cover of 2019 and 2002) was rejected (X2 = 1972.1, df = 1, p p = 0.0001, n = 708) suggesting a relationship between the quality of pixel assignment and thematic accuracy. We therefore encourage a post-2020 conservation and policy action to safeguard mountain grasslands by enhancing the role of protected governance regimes. To reduce uncertainty, grassland gain mapping requires additional remote sensing research to find the most adequate spatial and temporal data resolution to retrieve this process.     Water quality measures for inland and coastal waters are available as discrete samples from professional and volunteer water quality monitoring programs and higher-frequency, near-continuous data from automated in situ sensors. Water quality parameters also are estimated from model outputs and remote sensing. The integration of these data, via data assimilation, can result in a more holistic characterization of these highly dynamic ecosystems, and consequently improve water resource management. It is becoming common to see combinations of these data applied to answer relevant scientific questions. Yet, methods for scaling water quality data across regions and beyond, to provide actionable knowledge for stakeholders, have emerged only recently, particularly with the availability of satellite data now providing global coverage at high spatial resolution. In this paper, data sources and existing data integration frameworks are reviewed to give an overview of the present status and identify the gaps in existing frameworks. We propose an integration framework to provide information to user communities through the the Group on Earth Observations (GEO) AquaWatch Initiative. This aims to develop and build the global capacity and utility of water quality data, products, and information to support equitable and inclusive access for water resource management, policy and decision making.
