    Forest biodiversity studies conduct Visions help to understand common ground and tensions among citizens and stakeholders, supporting inclusive land management and conservation solutions to the climate emergency and biodiversity crisis. With careful design and sufficient resource, it is possible to bring together communities and other stakeholders to share perspectives and deliberate desired futures, identifying more acceptable alternatives and avoiding costly delays. We evaluated researcher and participant experiences of illustration-based interviews to understand land management visions using four studies in Scotland, The Netherlands and Spain. These studies used STREAMLINE, a visual mixed-method interview format using thematic illustrated canvases designed to provide an inclusive and creative framing for participants to contemplate their desired future. Participants enjoyed the informal visual format, which reduced pressure, increased comfort through the research process, and helped their thinking and reflection about complex topics. They also valued being listened to and having the opportunity to share their views. Researchers appreciated the ability to triangulate rich qualitative data with a variety of quantitative measure through the mixed-method format and the flexibility to adapt the canvases to suit their research aims. Positive participant experience made facilitation easier and was stimulating for the researchers. The credibility and legitimacy of illustration-based interviews will ultimately depend on specific research design-decisions and testing, which can make the approach more resource intensive than conventional interviews. While organisal barriers should be considered realistically, illustration-based interviews can have high saliency by providing useful and usable insights that strengthen land management policy and planning. Inclusive Conservation Participatory planning Governance Visions Visual methods Participatory methods d across Europe use a multitude of forestry terms, often inconsistently. This hinders the comparability across studies and makes the assessment of the impacts of forest management on biodiversity highly context-dependent. Recent attempts to standardize forestry and stand description terminology mostly used a top-down approach that did not account for the perspectives and approaches of forest biodiversity experts. This work aims to establish common standards for silvicultural and vegetation definitions, creating a shared conceptual framework for a consistent study on the effects of forest management on biodiversity. We have identified both strengths and weaknesses of the silvicultural and vegetation information provided in forest biodiversity studies. While quantitative data on forest biomass and dominant tree species are frequently included, information on silvicultural activities and vegetation composition is often lacking, shallow, or based on broad and heterogeneous classifications. We discuss the existing classifications and their use in European forest biodiversity studies through a novel bottom-up and top-driven review process, and ultimately propose a common framework. This will enhance the comparability of forest biodiversity studies in Europe, and puts the basis for effective implementation and monitoring of sustainable forest management policies. The standards here proposed are potentially adaptable and applicable to other geographical areas and could be extended to other forest interventions.

    Anthropogenic and natural emissions contribute to enhanced concentrations of aerosols in the Arctic winter and early spring, with most attention being paid to anthropogenic aerosols that contribute to so-called Arctic haze. Less-well-studied wintertime sea-spray aerosols (SSAs) under Arctic haze conditions are the focus of this study, since they can make an important contribution to wintertime Arctic aerosol abundances. Analysis of field campaign data shows evidence for enhanced local sources of SSAs, including marine organics at Utqiaġvik (formerly known as Barrow) in northern Alaska, United States, during winter 2014. Models tend to underestimate sub-micron SSAs and overestimate super-micron SSAs in the Arctic during winter, including the base version of the Weather Research Forecast coupled with Chemistry (WRF-Chem) model used here, which includes a widely used SSA source function based on Gong et al. (1997). Quasi-hemispheric simulations for winter 2014 including updated wind speed and sea-surface temperature (SST) SSA emission dependencies and sources of marine sea-salt organics and sea-salt sulfate lead to significantly improved model performance compared to observations at remote Arctic sites, notably for coarse-mode sodium and chloride, which are reduced. The improved model also simulates more realistic contributions of SSAs to inorganic aerosols at different sites, ranging from 20 %–93 % in the observations. Two-thirds of the improved model performance is from the inclusion of the dependence on SSTs. The simulation of nitrate aerosols is also improved due to less heterogeneous uptake of nitric acid on SSAs in the coarse mode and related increases in fine-mode nitrate. This highlights the importance of interactions between natural SSAs and inorganic anthropogenic aerosols that contribute to Arctic haze. Simulation of organic aerosols and the fraction of sea-salt sulfate are also improved compared to observations. However, the model underestimates episodes with elevated observed concentrations of SSA components and sub-micron non-sea-salt sulfate at some Arctic sites, notably at Utqiaġvik. Possible reasons are explored in higher-resolution runs over northern Alaska for periods corresponding to the Utqiaġvik field campaign in January and February 2014. The addition of a local source of sea-salt marine organics, based on the campaign data, increases modelled organic aerosols over northern Alaska. However, comparison with previous available data suggests that local natural sources from open leads, as well as local anthropogenic sources, are underestimated in the model. Missing local anthropogenic sources may also explain the low modelled (sub-micron) non-sea-salt sulfate at Utqiaġvik. The introduction of a higher wind speed dependence for sub-micron SSA emissions, also based on Arctic data, reduces biases in modelled sub-micron SSAs, while sea-ice fractions, including open leads, are shown to be an important factor controlling modelled super-micron, rather than sub-micron, SSAs over the north coast of Alaska. The regional results presented here show that modelled SSAs are more sensitive to wind speed dependence but that realistic modelling of sea-ice distributions is needed for the simulation of local SSAs, including marine organics. This study supports findings from the Utqiaġvik field campaign that open leads are the primary source of fresh and aged SSAs, including marine organic aerosols, during wintertime at Utqiaġvik; these findings do not suggest an influence from blowing snow and frost flowers. To improve model simulations of Arctic wintertime aerosols, new field data on processes that influence wintertime SSA production, in particular for fine-mode aerosols, are needed as is improved understanding about possible local anthropogenic sources.

    More than a decade has passed since the Lisbon Treaty explicated two channels of democratic representation in the European Union (EU): one directly through the European Parliament (EP) and one indirectly through national parliaments. This review article uses a wave of recent case studies to analyse how relations between national parliaments and the EP have evolved in practice in the post-Lisbon period. We develop a conceptual framework of the organisation of inter-parliamentary relations that sets them between patterns of intensive, coordinated action and areas of competition among the involved parliaments. We use the recent case studies to identify the dynamics in different EU policy fields and to assess some first expectations about the factors that drive the variation between them

    Ecosystem accounting is a statistical framework that aims to track the state of ecosystems and ecosystem services, with periodic updates. This framework follows the statistical standard of the System of Environmental Economic Accounting Ecosystem Accounting (SEEA EA). SEEA EA is composed of physical ecosystem extent, condition and ecosystem service supply-use accounts and monetary ecosystem service and asset accounts. This paper focuses on the potential use of the “Value Transfer” (VT) valuation method to produce the monetary ecosystem service accounts, taking advantage of experience with rigorous benefit transfer methods that have been developed and tested over many years in environmental economics. Although benefit transfer methods have been developed primarily for welfare analysis, the underlying techniques and advantages are directly applicable to monetary exchange values required for ecosystem accounting. The compilation of regular accounts is about to become a key area of work for the National Statistical Offices worldwide as well as for the EU Member States in particular, due to the anticipated amendment to regulation on European environmental economic accounts introducing ecosystem accounts. On this basis, accounting practitioners have voiced their concerns in a global consultation during SEEA EA revision, about three issues in particular: the lack of resources, the need for guidelines and the challenge of periodically updating the accounts. We argue that VT can facilitate empirical applications that assess ecosystem services in monetary terms, especially at national scales and in situations with limited expertise and resources available. VT is a low-cost valuation approach in line with SEEA EA requirements able to provide periodic, rigorous and consistent estimates for use in accounts. While some methodological challenges remain, it is likely that VT can help to implement SEEA EA at scale and in time to respond to the pressing need to incorporate nature into mainstream decision-making processes.

    Background Epidemics are a constant threat in the 21st century, particularly disease outbreaks following spillover of an animal virus to humans. Timeliness, a key metric in epidemic response, can be examined to identify critical steps and delays in public health action. Aim To examine timeliness, we analysed the response to the Middle East respiratory syndrome (MERS) epidemic, with a focus on the international and One Health response efforts. Methods We performed a historical review of the MERS epidemic between September 2012 and January 2019 in three steps: (i) the construction of a timeline identifying critical events in the global response, (ii) the performance of a critical path analysis to define outbreak milestones and (iii) a time gap analysis to measure timeliness in the execution of these milestones. Results We proposed 14 MERS-specific milestones at different phases of the epidemic, assessing timeliness of the public health response as well as at the animal–human interface, where we identified the most significant delays. Conclusions When comparing timeliness across three coronavirus epidemics, i.e. MERS (2012), SARS (2002) and COVID-19 (2019), we identified clear improvements over time for certain milestones including laboratory confirmation and diagnostics development, while this was not as apparent for others, as the identification of zoonotic hosts. To more efficiently respond to emerging threats, the global health community should widely assess and tackle specific delays in implementing response interventions by addressing challenges in the sharing of information, data and resources, as well as efficiency, quality, transparency and reliability of reporting events.

    Projections of changes in extreme droughts under future climate conditions are associated with large uncertainties, owing to the complex genesis of droughts and large model uncertainty in the atmospheric dynamics. In this study we investigate the impact of global warming on soil moisture drought severity in west-central Europe by employing pseudo global warming (PGW) experiments, which project the 1980–2020 period in a globally warmer world. The future analogues of present-day drought episodes allow for investigation of changes in drought severity conditional on the historic day-to-day evolution of the atmospheric circulation. The 2018 west-central European drought is the most severe drought in the 1980–2020 reference period in this region. Under 1.5, 2 and 3 ∘C global warming, this drought episode experiences strongly enhanced summer temperatures but a fairly modest soil moisture drying response compared to the change in climatology. This is primarily because evaporation is already strongly moisture-constrained during present-day conditions, limiting the increase in evaporation and thus the modulation of the temperature response under PGW. Increasing precipitation in winter, spring and autumn limits or prevents an earlier drought onset and duration. Nevertheless, the drought severity, defined as the cumulative soil moisture deficit volume, increases considerably, with 20 % to 39 % under 2 ∘C warming. The extreme drought frequency in the 1980–2020 period strongly increases under 2 ∘C warming. Several years without noticeable droughts under present-day conditions show very strong drying and warming. This results in an increase in 2003-like drought occurrences, compounding with local summer temperature increases considerably above 2 ∘C. Even without taking into account a (potentially large) dynamical response to climate change, drought risk in west-central Europe is strongly enhanced under global warming. Owing to increases in drought frequency, severity and compounding heat, a reduction in recovery times between drought episodes is expected to occur. Our physical climate storyline provides evidence complementing conventional large-ensemble approaches and is intended to contribute to the formulation of effective adaptation strategies.

    Urban sustainability has often been accused of tending mostly to its environmental and economic dimensions, neglecting or marginalising issues of justice. Simultaneously, the European Union has been increasingly funding research explicitly focused on the intersection of justice, sustainability and the city. The role of such research in furthering or jeopardising just urban sustainability objectives and outcomes so far remains underexplored. We conducted a discourse analysis on 27 selected research projects funded by the EU FP7 and Horizon 2020 schemes and which focus on the themes of urban sustainability and justice, supplemented by qualitative interviews with core researchers in those projects, to examine their potential in (re-)politicising or depoliticising urban sustainability. Our findings indicate that justice is often loosely defined through terms such as "stakeholder participation," "inclusion," or "diversity" in urban sustainability interventions, and research projects fail to pay attention to structural and historical drivers of injustice within a broader context of political economy, society and culture. We find this trend mostly in international collaborative projects that are implementation-oriented and promise to fast track inter- or trans-disciplinarity within a context of precarious research contracts and limited timescales for researchers. We build on earlier critiques of the ecological modernist character of EU research and policy priorities and contribute further by demonstrating how the academic entrepreneurial system perpetrated by EU-funded projects can undermine the politicising possibilities of research. To overcome funding constraints, we urge funders to allow for broader methods and timescales to examine and reflect on what are, or could be, just urban sustainabilities.     Precision farming (PF) technologies can help to mitigate the environmental impact of agriculture by reducing fertiliser use and irrigation while saving cost for the farmer. However, these technologies are not widely adopted in Europe. We study farmers' willingness to adopt PF technologies based on a choice experiment. Among other determinants, we explore the role of social influence for the valuation of PF technology features. The data are analysed using mixed and latent class logit models. Our results show that knowledge of fellow farmers who adopted the technology positively influences the valuation of PF technology features, stressing the importance of networks.

    Climate-related disaster risks pose a threat to sustainable development today and in the future. Major global agendas, such as the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals, address ways of developing effective management strategies for tackling such risks. Risk management is increasingly focusing on low probability but high impact events, next to the more traditional attention on expected losses. We focus on urban riverine flood risk across 200 countries for today, 2030, and 2080, and develop a risk-threshold approach for identifying whether a country is exposed to risk of extreme events and, if so, when and how much. Furthermore, we apply a risk-layer approach to delineate the kinds of risk reduction or financing instruments that may be needed to manage emerging risks at the national level. Based on these country-level results, we analyze the macroeconomic consequences of setting up a global fund as one international option for coping with floods today and in the future. An additional macroeconomic analysis of different funding schemes for capitalizing the global fund provides insights into linking national risk management efforts with global efforts to manage risks. The global fund could be capitalized according to different equality principles. Our results provide an argument for an equity-based capitalization principle rather than a risk-based one, as the former makes damages at the local level a global responsibility.

    The number and coverage of climate change mitigation policies have increased in the past twenty years, but important policy adoption gaps remain. To analyse sectoral climate policy in the G20 over time (2000���2019), we compiled a dataset of climate change mitigation-relevant policies and identified 50 key policy options that constitute a comprehensive sectoral climate policy package. Approximately half of these policy options are not widely adopted. Adoption is particularly low for policies that aim to: phase out coal and oil and mandate energy reductions in electricity and heat supply; reduce industrial process emissions and incentivise fuel switch in industry; design urban planning strategies for retrofits; and support the use of renewable energy for cooking and heating/cooling purposes in buildings. Policies to remove fossil fuel subsidies and support carbon dioxide removal also need substantial improvement. However, many policy adoption gaps exist as the coverage of at least one policy option could be improved in each sector. Policy adoption gaps leave at least one-tenth of the G20���s emissions completely uncovered. Filling these gaps is fundamental to realize the full mitigation potential of existing policy options and to advance the transition towards global net zero greenhouse gas emissions. Mitigation-related policy options can be presented as a matrix by sector to shed light on what constitutes a comprehensive climate policy package; looking across sectoral climate policies helps to unpack and clarify the status of adoption.Policy adoption gaps exist in all sectors.     Forest biodiversity studies conduct Visions help to understand common ground and tensions among citizens and stakeholders, supporting inclusive land management and conservation solutions to the climate emergency and biodiversity crisis. With careful design and sufficient resource, it is possible to bring together communities and other stakeholders to share perspectives and deliberate desired futures, identifying more acceptable alternatives and avoiding costly delays. We evaluated researcher and participant experiences of illustration-based interviews to understand land management visions using four studies in Scotland, The Netherlands and Spain. These studies used STREAMLINE, a visual mixed-method interview format using thematic illustrated canvases designed to provide an inclusive and creative framing for participants to contemplate their desired future. Participants enjoyed the informal visual format, which reduced pressure, increased comfort through the research process, and helped their thinking and reflection about complex topics. They also valued being listened to and having the opportunity to share their views. Researchers appreciated the ability to triangulate rich qualitative data with a variety of quantitative measure through the mixed-method format and the flexibility to adapt the canvases to suit their research aims. Positive participant experience made facilitation easier and was stimulating for the researchers. The credibility and legitimacy of illustration-based interviews will ultimately depend on specific research design-decisions and testing, which can make the approach more resource intensive than conventional interviews. While organisal barriers should be considered realistically, illustration-based interviews can have high saliency by providing useful and usable insights that strengthen land management policy and planning. Inclusive Conservation Participatory planning Governance Visions Visual methods Participatory methods d across Europe use a multitude of forestry terms, often inconsistently. This hinders the comparability across studies and makes the assessment of the impacts of forest management on biodiversity highly context-dependent. Recent attempts to standardize forestry and stand description terminology mostly used a top-down approach that did not account for the perspectives and approaches of forest biodiversity experts. This work aims to establish common standards for silvicultural and vegetation definitions, creating a shared conceptual framework for a consistent study on the effects of forest management on biodiversity. We have identified both strengths and weaknesses of the silvicultural and vegetation information provided in forest biodiversity studies. While quantitative data on forest biomass and dominant tree species are frequently included, information on silvicultural activities and vegetation composition is often lacking, shallow, or based on broad and heterogeneous classifications. We discuss the existing classifications and their use in European forest biodiversity studies through a novel bottom-up and top-driven review process, and ultimately propose a common framework. This will enhance the comparability of forest biodiversity studies in Europe, and puts the basis for effective implementation and monitoring of sustainable forest management policies. The standards here proposed are potentially adaptable and applicable to other geographical areas and could be extended to other forest interventions.

    Anthropogenic and natural emissions contribute to enhanced concentrations of aerosols in the Arctic winter and early spring, with most attention being paid to anthropogenic aerosols that contribute to so-called Arctic haze. Less-well-studied wintertime sea-spray aerosols (SSAs) under Arctic haze conditions are the focus of this study, since they can make an important contribution to wintertime Arctic aerosol abundances. Analysis of field campaign data shows evidence for enhanced local sources of SSAs, including marine organics at Utqiaġvik (formerly known as Barrow) in northern Alaska, United States, during winter 2014. Models tend to underestimate sub-micron SSAs and overestimate super-micron SSAs in the Arctic during winter, including the base version of the Weather Research Forecast coupled with Chemistry (WRF-Chem) model used here, which includes a widely used SSA source function based on Gong et al. (1997). Quasi-hemispheric simulations for winter 2014 including updated wind speed and sea-surface temperature (SST) SSA emission dependencies and sources of marine sea-salt organics and sea-salt sulfate lead to significantly improved model performance compared to observations at remote Arctic sites, notably for coarse-mode sodium and chloride, which are reduced. The improved model also simulates more realistic contributions of SSAs to inorganic aerosols at different sites, ranging from 20 %–93 % in the observations. Two-thirds of the improved model performance is from the inclusion of the dependence on SSTs. The simulation of nitrate aerosols is also improved due to less heterogeneous uptake of nitric acid on SSAs in the coarse mode and related increases in fine-mode nitrate. This highlights the importance of interactions between natural SSAs and inorganic anthropogenic aerosols that contribute to Arctic haze. Simulation of organic aerosols and the fraction of sea-salt sulfate are also improved compared to observations. However, the model underestimates episodes with elevated observed concentrations of SSA components and sub-micron non-sea-salt sulfate at some Arctic sites, notably at Utqiaġvik. Possible reasons are explored in higher-resolution runs over northern Alaska for periods corresponding to the Utqiaġvik field campaign in January and February 2014. The addition of a local source of sea-salt marine organics, based on the campaign data, increases modelled organic aerosols over northern Alaska. However, comparison with previous available data suggests that local natural sources from open leads, as well as local anthropogenic sources, are underestimated in the model. Missing local anthropogenic sources may also explain the low modelled (sub-micron) non-sea-salt sulfate at Utqiaġvik. The introduction of a higher wind speed dependence for sub-micron SSA emissions, also based on Arctic data, reduces biases in modelled sub-micron SSAs, while sea-ice fractions, including open leads, are shown to be an important factor controlling modelled super-micron, rather than sub-micron, SSAs over the north coast of Alaska. The regional results presented here show that modelled SSAs are more sensitive to wind speed dependence but that realistic modelling of sea-ice distributions is needed for the simulation of local SSAs, including marine organics. This study supports findings from the Utqiaġvik field campaign that open leads are the primary source of fresh and aged SSAs, including marine organic aerosols, during wintertime at Utqiaġvik; these findings do not suggest an influence from blowing snow and frost flowers. To improve model simulations of Arctic wintertime aerosols, new field data on processes that influence wintertime SSA production, in particular for fine-mode aerosols, are needed as is improved understanding about possible local anthropogenic sources.

    More than a decade has passed since the Lisbon Treaty explicated two channels of democratic representation in the European Union (EU): one directly through the European Parliament (EP) and one indirectly through national parliaments. This review article uses a wave of recent case studies to analyse how relations between national parliaments and the EP have evolved in practice in the post-Lisbon period. We develop a conceptual framework of the organisation of inter-parliamentary relations that sets them between patterns of intensive, coordinated action and areas of competition among the involved parliaments. We use the recent case studies to identify the dynamics in different EU policy fields and to assess some first expectations about the factors that drive the variation between them

    Ecosystem accounting is a statistical framework that aims to track the state of ecosystems and ecosystem services, with periodic updates. This framework follows the statistical standard of the System of Environmental Economic Accounting Ecosystem Accounting (SEEA EA). SEEA EA is composed of physical ecosystem extent, condition and ecosystem service supply-use accounts and monetary ecosystem service and asset accounts. This paper focuses on the potential use of the “Value Transfer” (VT) valuation method to produce the monetary ecosystem service accounts, taking advantage of experience with rigorous benefit transfer methods that have been developed and tested over many years in environmental economics. Although benefit transfer methods have been developed primarily for welfare analysis, the underlying techniques and advantages are directly applicable to monetary exchange values required for ecosystem accounting. The compilation of regular accounts is about to become a key area of work for the National Statistical Offices worldwide as well as for the EU Member States in particular, due to the anticipated amendment to regulation on European environmental economic accounts introducing ecosystem accounts. On this basis, accounting practitioners have voiced their concerns in a global consultation during SEEA EA revision, about three issues in particular: the lack of resources, the need for guidelines and the challenge of periodically updating the accounts. We argue that VT can facilitate empirical applications that assess ecosystem services in monetary terms, especially at national scales and in situations with limited expertise and resources available. VT is a low-cost valuation approach in line with SEEA EA requirements able to provide periodic, rigorous and consistent estimates for use in accounts. While some methodological challenges remain, it is likely that VT can help to implement SEEA EA at scale and in time to respond to the pressing need to incorporate nature into mainstream decision-making processes.

    Background Epidemics are a constant threat in the 21st century, particularly disease outbreaks following spillover of an animal virus to humans. Timeliness, a key metric in epidemic response, can be examined to identify critical steps and delays in public health action. Aim To examine timeliness, we analysed the response to the Middle East respiratory syndrome (MERS) epidemic, with a focus on the international and One Health response efforts. Methods We performed a historical review of the MERS epidemic between September 2012 and January 2019 in three steps: (i) the construction of a timeline identifying critical events in the global response, (ii) the performance of a critical path analysis to define outbreak milestones and (iii) a time gap analysis to measure timeliness in the execution of these milestones. Results We proposed 14 MERS-specific milestones at different phases of the epidemic, assessing timeliness of the public health response as well as at the animal–human interface, where we identified the most significant delays. Conclusions When comparing timeliness across three coronavirus epidemics, i.e. MERS (2012), SARS (2002) and COVID-19 (2019), we identified clear improvements over time for certain milestones including laboratory confirmation and diagnostics development, while this was not as apparent for others, as the identification of zoonotic hosts. To more efficiently respond to emerging threats, the global health community should widely assess and tackle specific delays in implementing response interventions by addressing challenges in the sharing of information, data and resources, as well as efficiency, quality, transparency and reliability of reporting events.

    Projections of changes in extreme droughts under future climate conditions are associated with large uncertainties, owing to the complex genesis of droughts and large model uncertainty in the atmospheric dynamics. In this study we investigate the impact of global warming on soil moisture drought severity in west-central Europe by employing pseudo global warming (PGW) experiments, which project the 1980–2020 period in a globally warmer world. The future analogues of present-day drought episodes allow for investigation of changes in drought severity conditional on the historic day-to-day evolution of the atmospheric circulation. The 2018 west-central European drought is the most severe drought in the 1980–2020 reference period in this region. Under 1.5, 2 and 3 ∘C global warming, this drought episode experiences strongly enhanced summer temperatures but a fairly modest soil moisture drying response compared to the change in climatology. This is primarily because evaporation is already strongly moisture-constrained during present-day conditions, limiting the increase in evaporation and thus the modulation of the temperature response under PGW. Increasing precipitation in winter, spring and autumn limits or prevents an earlier drought onset and duration. Nevertheless, the drought severity, defined as the cumulative soil moisture deficit volume, increases considerably, with 20 % to 39 % under 2 ∘C warming. The extreme drought frequency in the 1980–2020 period strongly increases under 2 ∘C warming. Several years without noticeable droughts under present-day conditions show very strong drying and warming. This results in an increase in 2003-like drought occurrences, compounding with local summer temperature increases considerably above 2 ∘C. Even without taking into account a (potentially large) dynamical response to climate change, drought risk in west-central Europe is strongly enhanced under global warming. Owing to increases in drought frequency, severity and compounding heat, a reduction in recovery times between drought episodes is expected to occur. Our physical climate storyline provides evidence complementing conventional large-ensemble approaches and is intended to contribute to the formulation of effective adaptation strategies.

    Urban sustainability has often been accused of tending mostly to its environmental and economic dimensions, neglecting or marginalising issues of justice. The role of such research in furthering or jeopardising just urban sustainability objectives and outcomes so far remains underexplored. We conducted a discourse analysis on 27 selected research projects funded by the EU FP7 and Horizon 2020 schemes and which focus on the themes of urban sustainability and justice, supplemented by qualitative interviews with core researchers in those projects, to examine their potential in (re-)politicising or depoliticising urban sustainability. Our findings indicate that justice is often loosely defined through terms such as "stakeholder participation," "inclusion," or "diversity" in urban sustainability interventions, and research projects fail to pay attention to structural and historical drivers of injustice within a broader context of political economy, society and culture. We find this trend mostly in international collaborative projects that are implementation-oriented and promise to fast track inter- or trans-disciplinarity within a context of precarious research contracts and limited timescales for researchers. We build on earlier critiques of the ecological modernist character of EU research and policy priorities and contribute further by demonstrating how the academic entrepreneurial system perpetrated by EU-funded projects can undermine the politicising possibilities of research. To overcome funding constraints, we urge funders to allow for broader methods and timescales to examine and reflect on what are, or could be, just urban sustainabilities.     Precision farming (PF) technologies can help to mitigate the environmental impact of agriculture by reducing fertiliser use and irrigation while saving cost for the farmer. However, these technologies are not widely adopted in Europe. We study farmers' willingness to adopt PF technologies based on a choice experiment. Among other determinants, we explore the role of social influence for the valuation of PF technology features. The data are analysed using mixed and latent class logit models. Our results show that knowledge of fellow farmers who adopted the technology positively influences the valuation of PF technology features, stressing the importance of networks.

    Climate-related disaster risks pose a threat to sustainable development today and in the future. Major global agendas, such as the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals, address ways of developing effective management strategies for tackling such risks. Risk management is increasingly focusing on low probability but high impact events, next to the more traditional attention on expected losses. We focus on urban riverine flood risk across 200 countries for today, 2030, and 2080, and develop a risk-threshold approach for identifying whether a country is exposed to risk of extreme events and, if so, when and how much. Furthermore, we apply a risk-layer approach to delineate the kinds of risk reduction or financing instruments that may be needed to manage emerging risks at the national level. Based on these country-level results, we analyze the macroeconomic consequences of setting up a global fund as one international option for coping with floods today and in the future. An additional macroeconomic analysis of different funding schemes for capitalizing the global fund provides insights into linking national risk management efforts with global efforts to manage risks. The global fund could be capitalized according to different equality principles. Our results provide an argument for an equity-based capitalization principle rather than a risk-based one, as the former makes damages at the local level a global responsibility.

    The number and coverage of climate change mitigation policies have increased in the past twenty years, but important policy adoption gaps remain. To analyse sectoral climate policy in the G20 over time (2000���2019), we compiled a dataset of climate change mitigation-relevant policies and identified 50 key policy options that constitute a comprehensive sectoral climate policy package. Approximately half of these policy options are not widely adopted. Adoption is particularly low for policies that aim to: phase out coal and oil and mandate energy reductions in electricity and heat supply; reduce industrial process emissions and incentivise fuel switch in industry; design urban planning strategies for retrofits; and support the use of renewable energy for cooking and heating/cooling purposes in buildings. Policies to remove fossil fuel subsidies and support carbon dioxide removal also need substantial improvement. However, many policy adoption gaps exist as the coverage of at least one policy option could be improved in each sector. Policy adoption gaps leave at least one-tenth of the G20���s emissions completely uncovered. Filling these gaps is fundamental to realize the full mitigation potential of existing policy options and to advance the transition towards global net zero greenhouse gas emissions. Mitigation-related policy options can be presented as a matrix by sector to shed light on what constitutes a comprehensive climate policy package; looking across sectoral climate policies helps to unpack and clarify the status of adoption.Policy adoption gaps exist in all sectors.
