    We design a game-based online intervention to foster awareness of food safety and risk-reducing behavior among consumers. 1,087 participants, aged 20--50 years, and additional 886 participants, aged up to 89 years, from the UK and Norway were assigned to (i) a control condition with pre- and post-survey measures of food safety beliefs and behaviors with a one-week spacing, or (ii) in addition exposed to a brief information video, or (iii) in addition played an online game. Both intervention types improved food safety beliefs to a similar extent relative to control. But only the game interventions significantly improved self-reported food safety behavior, suggesting that providing information to consumers often is not sufficient to change routinized behavior. The novel insight of our study is that repeatedly applying correct behavior in the virtual environment of the online game spills over to real-world behavior. Importantly, treatment effects are not concentrated on young people, but are consistent across age groups.

    The requirement for developing an instrumental method for analysis of volatile compounds responsible for the aroma that supports the work of the sensory panel test of virgin olive oils is a matter of great importance. In this paper, five laboratories participated in a collaborative study within the EU H2020 OLEUM project to develop a peer interlaboratory study of a harmonized SPME-GC-MS method for determination of volatile compounds in virgin olive oil responsible for positive attributes (e.g. fruity) and the main sensory defects. Linearity (R2 > 0.94) and repeatability (mean relative standard deviation, RSD% = 7.60%) were satisfactory. Reproducibility results were uneven depending on the compound. The lowest RSD% values were found for (Z)-3-hexenyl acetate (19.19%), 1-hexanol (13.26%), and acetic acid (17.47%). The limits of quantification were <0.07 mg/kg for all compounds except for (E)-2-decenal and pentanoic acid. The study of different quantification methods revealed that the correction of the calibration curves using the internal standard led to a slightly worse repeatability, but better accuracy and reproducibility.     La stratégie européenne de développement économique appelée croissance bleue est axée sur le potentiel inexploité des océans, des mers et du littoral. La mise à l’agenda politique de la croissance bleue se concrétise par le développement de différents secteurs économiques parmi lesquels les énergies marines renouvelables et l’aquaculture. En France, le développement de ces deux secteurs peine à se concrétiser, lié en partie aux mouvements de résistance et d’oppositions générés à l’échelle des territoires dans lesquels les projets de croissance bleue sont planifiés. Ces mouvements mettent directement en cause la légitimité de l’État à définir ce qu’est l’intérêt général et cherchent à faire valoir les intérêts territoriaux. L’implication des citoyens dans la phase de mise en place des projets, décrit sous le terme de démocratie participative, est aujourd’hui largement encouragée, voire imposée, pour prévenir et désamorcer les conflits d’intérêts. Cet article cherche à montrer comment des processus de démocratie participative aux structures différentes, catalysent et font émerger des contestations communes. Pour cela, il se base sur une description et une analyse des instances de démocratie participative réalisée à l’échelle d’un projet de parc éolien en mer (à travers le débat public) et de trois projets de développement aquacole (à travers l’enquête publique), tous situés sur le littoral breton. Notre analyse met en évidence une remise en cause, par certains citoyens, de la démocratie participative telle que déployée sur le terrain. Au-delà de ce résultat, les spécificités liées au territoire breton sont discutées.

    In 2020, an Interlaboratory Comparison (IC) was organized for the identification of Xylella fastidiosa (Xf) by qPCR in plant and insect samples. In the framework of this IC a test performance study (TPS) and a proficiency test (PT) involving 16 and 14 laboratories, respectively, were organized. All participating laboratories processed the samples (crude sap containing inactivated bacterial cells) from the DNA extraction step by comparing different procedures. The TPS aimed to compare the performance of different DNA extraction procedures, whereas, the PT assessed the proficiency of diagnostic laboratories carrying out Xf diagnosis. The values of accuracy, repeatability and reproducibility recorded for the three DNA extraction procedures ranged from 98.52% to 99.30% when testing plant samples, and from 94.07% to 98.75% for insect samples, with a the detection limit of approx. 10^2 CFU/ml. Overall, the data gathered confirmed the robustness of the procedures previously validated (CTAB, DNeasy mericon Food kit - Qiagen), and allowed to extend the panel of DNA extraction procedures currently available for processing the wide range of plant matrices to be checked for Xf (i.e Maxwell® RSC PureFood GMO and Authentication Kit-Promega). Both commercial kits tested, combined with automatized platforms, yielded better performance than the manual CTAB-based procedure. All laboratories participating to the PT proved to be highly proficient (values close to 100% for all performance criteria), regardless the procedure of extraction, the qPCR master mix and the amplification conditions used. However, some of the extraction methods used in few laboratories produced lower yield and quality of the total DNA recovered, thus producing higher values of quantitation cycle in qPCR. In conclusion, the TPS provided useful information on additional extraction procedures that can be used to efficiently detect the pathogen in different plant and insect matrices. While the PT provided hints on the efficiency of the diagnostic laboratories operating in 10 different EU/non-EU Countries.

    Abstract This study critically examines 20 years of geography and political ecology literature on the energy justice implications of climate change mitigation. Grounded in an expert guided literature review of 198 studies and their corresponding 332 case studies, it assesses the linkages between low carbon transitions—including renewable electricity, biofuel, nuclear power, smart grids, electric vehicles, and land use management—with degradation, dispossession and destruction. It draws on a framework that envisions the political ecology of low-carbon transitions as consisting of four distinct processes: enclosure (capture of land or resources), exclusion (unfair planning), encroachment (destruction of the environment), or entrenchment (worsening of inequality or vulnerability). The study vigorously interrogates how these elements play out by country and across countries, by type of mitigation option, by type of victim or affected group, by process, and by severity, e.g. from modern slavery to organized crime, from violence, murder and torture to the exacerbation of child prostitution or the destruction of pristine ecosystems. It also closely examines the locations, disciplinary affiliations, methods and spatial units of analysis employed by this corpus of research, with clear and compelling insights for future work in the space of geography, climate change, and energy transitions. It suggest five critical avenues for future research: greater inclusivity and diversity, rigor and comparative analysis, focus on mundane technologies and non-Western case studies, multi-scalar analysis, and focus on policy and recommendations. At times, low-carbon transitions and climate action can promote squalor over sustainability and leave angry communities, disgruntled workers, scorned business partners, and degraded landscapes in their wake. Nevertheless, ample opportunities exist to make a future low-carbon world more pluralistic, democratic, and just.

    Introduction: In current urban traffic, pedestrians attempting to cross the road at un-signalized locations are thought to mostly use implicit communication, such as deceleration cues, to interpret a vehicle’s intention to yield. There is less reliance on explicit driver- or vehicle-based messages, such as hand/head movements, or flashing lights/beeping horns. With the impending deployment of Automated Vehicles (AV), especially those at SAE Level 4 and 5, where the driver is no longer in control of the vehicle, there has been a surge in interest in the value of new forms of communication for AVs, for example, via different types of external Human Machine Interfaces (eHMIs). However, there is still much to be understood about how quickly a novel eHMI affects pedestrian crossing decisions, and whether it provides any additional aid, above and beyond implicit/kinematic information from the vehicle. The aim of this between-participant study, funded by the H2020 interACT project, was to investigate how the combination of kinematic information from a vehicle (e.g., Speed and Deceleration), and eHMI designs, play a role in assisting the crossing decision of pedestrians in a cave-based pedestrian simulator. Method: Using an existing, well-recognized, message for yielding (Flashing Headlights - FH) as a benchmark, this study also investigated how quickly a novel eHMI (Slow Pulsing Light Band – SPLB) was learned. To investigate the effect of eHMI visibility on crossing decisions, the distance at which each eHMI was perceivable was also measured. Results: Results showed that, compared to SPLB, the FH led to earlier crossings during vehicle deceleration, especially at lower approaching speeds, and smaller time gaps. However, although FH was visible earlier than SPLB, this visibility does not appear to be the only reason for earlier crossings, with message familiarity thought to play a role. Participants were found to learn the meaning conveyed by FH relatively quickly, crossing around 1 second earlier in its presence (compared to the no eHMI condition), across the three blocks of trials. On the other hand, it took participants at least one block of 12 trials for the new SPLB signal to affect crossing, which only accelerated crossing initiations by around 200 ms, compared to the no eHMI condition. The role of comprehension, long-term exposure, and familiarity of novel messages in this context is therefore important, if AVs are to provide safe, trustworthy communication messages, which will enhance traffic flow and efficiency.

    Objective To investigate pedestrians’ misuse of an automated vehicle (AV) equipped with an external human–machine interface (eHMI). Misuse occurs when a pedestrian enters the road because of uncritically following the eHMI’s message. Background Human factors research indicates that automation misuse is a concern. However, there is no consensus regarding misuse of eHMIs. Methods Sixty participants each experienced 50 crossing trials in a Cave Automatic Virtual Environment (CAVE) simulator. The three independent variables were as follows: (1) behavior of the approaching AV (within-subject: yielding at 33 or 43 m distance, no yielding), (2) eHMI presence (within-subject: eHMI on upon yielding, off), and (3) eHMI onset timing (between-subjects: eHMI turned on 1 s before or 1 s after the vehicle started to decelerate). Two failure trials were included where the eHMI turned on, yet the AV did not yield. Dependent measures were the moment of entering the road and perceived risk, comprehension, and trust. Results Trust was higher with eHMI than without, and the −1 Group crossed earlier than the +1 Group. In the failure trials, perceived risk increased to high levels, whereas trust and comprehension decreased. Thirty-five percent of the participants in the −1 and +1 Groups walked onto the road when the eHMI failed for the first time, but there were no significant differences between the two groups. Conclusion eHMIs that provide anticipatory information stimulate early crossing. eHMIs may cause people to over-rely on the eHMI and under-rely on the vehicle-intrinsic cues. Application eHMI have adverse consequences, and education of eHMI capability is required.

    Political frameworks and policies have a strong influence on the institutional ecosystem and on governance patterns, which in turn shape the operational space of civil society initiatives. This article aims to explore the social and institutional conditions and policy initiatives that foster or hinder social innovation and the pathways leading from social innovation to institutional change through to actual impacts on policies and political frameworks, in order to understand how policymakers can encourage and enable social innovation. The article builds on an extensive empirical background to develop a heuristic model to facilitate decision making for a policy environment propitious for the emergence of social innovation. The resulting model sets up a triadic configuration of (i) a committed core of key actors, (ii) the benevolent shadow of hierarchy represented by public actors, and (iii) multifunctional and malleable intermediary support structures for a successful development of social innovation initiatives. The model is discussed and validated by reference to three in-depth case studies from differing institutional settings. We conclude that policy should recognize that social innovation will achieve most when the triadic relationships between the state, intermediary organizations, and local actors are working together synergistically.

    Abstract Background Evidence-informed decision-making and better use of scientific information in societal decisions has been an area of development for decades but is still topical. Decision support work can be viewed from the perspective of information collection, synthesis and flow between decision-makers, experts and stakeholders. Open policy practice is a coherent set of methods for such work. It has been developed and utilised mostly in Finnish and European contexts. Methods An overview of open policy practice is given, and theoretical and practical properties are evaluated based on properties of good policy support. The evaluation is based on information from several assessments and research projects developing and applying open policy practice and the authors’ practical experiences. The methods are evaluated against their capability of producing quality of content, applicability and efficiency in policy support as well as how well they support close interaction among participants and understanding of each other’s views. Results The evaluation revealed that methods and online tools work as expected, as demonstrated by the assessments and policy support processes conducted. The approach improves the availability of information and especially of relevant details. Experts are ambivalent about the acceptability of openness – it is an important scientific principle, but it goes against many current research and decision-making practices. However, co-creation and openness are megatrends that are changing science, decision-making and the society at large. Against many experts’ fears, open participation has not caused problems in performing high-quality assessments. On the contrary, a key challenge is to motivate and help more experts, decision-makers and citizens to participate and share their views. Many methods within open policy practice have also been widely used in other contexts. Conclusions Open policy practice proved to be a useful and coherent set of methods. It guided policy processes toward a more collaborative approach, whose purpose was wider understanding rather than winning a debate. There is potential for merging open policy practice with other open science and open decision process tools.     Abstract Modern energy systems have tended towards centralized control by states, and national and multinational energy companies. This implicates the power of elites in realizing low-carbon transitions. In particular, low-carbon transitions can create, perpetuate, challenge, or entrench the power of elites. Using a critical lens that draws from geography, political science, innovation studies, and social justice theory (among others), this article explores the ways in which transitions can exacerbate, reconfigure or be shaped by “elite power.” It does so by offering a navigational approach that surveys a broad collection of diverse literatures on power. It begins by conceptualizing power across a range of academic disciplines, envisioning power as involving both agents (corrective influence) and structures (pervasive influence). It then elaborates different types of power and the interrelationship between different sources of power, with a specific focus on elites, including conceptualizing elite power, resisting elite power, and power frameworks. The Review then examines scholarship relevant to elite power in low-carbon transitions—including the multi-level perspective, Michel Foucault, Antonio Gramsci, Anthony Giddens, Karl Marx, and other contextual approaches—before offering future research directions. The Review concludes that the power relations inherent in low-carbon transitions are asymmetrical but promisingly unstable. By better grappling with power analytically, descriptively, and even normatively, socially just and sustainable energy futures become not only more desirable but also more possible.

    We design a game-based online intervention to foster awareness of food safety and risk-reducing behavior among consumers. 1,087 participants, aged 20--50 years, and additional 886 participants, aged up to 89 years, from the UK and Norway were assigned to (i) a control condition with pre- and post-survey measures of food safety beliefs and behaviors with a one-week spacing, or (ii) in addition exposed to a brief information video, or (iii) in addition played an online game. Both intervention types improved food safety beliefs to a similar extent relative to control. But only the game interventions significantly improved self-reported food safety behavior, suggesting that providing information to consumers often is not sufficient to change routinized behavior. The novel insight of our study is that repeatedly applying correct behavior in the virtual environment of the online game spills over to real-world behavior. Importantly, treatment effects are not concentrated on young people, but are consistent across age groups.

    The requirement for developing an instrumental method for analysis of volatile compounds responsible for the aroma that supports the work of the sensory panel test of virgin olive oils is a matter of great importance. In this paper, five laboratories participated in a collaborative study within the EU H2020 OLEUM project to develop a peer interlaboratory study of a harmonized SPME-GC-MS method for determination of volatile compounds in virgin olive oil responsible for positive attributes (e.g. fruity) and the main sensory defects. Linearity (R2 > 0.94) and repeatability (mean relative standard deviation, RSD% = 7.60%) were satisfactory. Reproducibility results were uneven depending on the compound. The lowest RSD% values were found for (Z)-3-hexenyl acetate (19.19%), 1-hexanol (13.26%), and acetic acid (17.47%). The limits of quantification were <0.07 mg/kg for all compounds except for (E)-2-decenal and pentanoic acid. The study of different quantification methods revealed that the correction of the calibration curves using the internal standard led to a slightly worse repeatability, but better accuracy and reproducibility.     La stratégie européenne de développement économique appelée croissance bleue est axée sur le potentiel inexploité des océans, des mers et du littoral. La mise à l’agenda politique de la croissance bleue se concrétise par le développement de différents secteurs économiques parmi lesquels les énergies marines renouvelables et l’aquaculture. En France, le développement de ces deux secteurs peine à se concrétiser, lié en partie aux mouvements de résistance et d’oppositions générés à l’échelle des territoires dans lesquels les projets de croissance bleue sont planifiés. Ces mouvements mettent directement en cause la légitimité de l’État à définir ce qu’est l’intérêt général et cherchent à faire valoir les intérêts territoriaux. L’implication des citoyens dans la phase de mise en place des projets, décrit sous le terme de démocratie participative, est aujourd’hui largement encouragée, voire imposée, pour prévenir et désamorcer les conflits d’intérêts. Cet article cherche à montrer comment des processus de démocratie participative aux structures différentes, catalysent et font émerger des contestations communes. Pour cela, il se base sur une description et une analyse des instances de démocratie participative réalisée à l’échelle d’un projet de parc éolien en mer (à travers le débat public) et de trois projets de développement aquacole (à travers l’enquête publique), tous situés sur le littoral breton. Notre analyse met en évidence une remise en cause, par certains citoyens, de la démocratie participative telle que déployée sur le terrain. Au-delà de ce résultat, les spécificités liées au territoire breton sont discutées.

    In 2020, an Interlaboratory Comparison (IC) was organized for the identification of Xylella fastidiosa (Xf) by qPCR in plant and insect samples. In the framework of this IC a test performance study (TPS) and a proficiency test (PT) involving 16 and 14 laboratories, respectively, were organized. All participating laboratories processed the samples (crude sap containing inactivated bacterial cells) from the DNA extraction step by comparing different procedures. The TPS aimed to compare the performance of different DNA extraction procedures, whereas, the PT assessed the proficiency of diagnostic laboratories carrying out Xf diagnosis. The values of accuracy, repeatability and reproducibility recorded for the three DNA extraction procedures ranged from 98.52% to 99.30% when testing plant samples, and from 94.07% to 98.75% for insect samples, with a the detection limit of approx. 10^2 CFU/ml. Overall, the data gathered confirmed the robustness of the procedures previously validated (CTAB, DNeasy mericon Food kit - Qiagen), and allowed to extend the panel of DNA extraction procedures currently available for processing the wide range of plant matrices to be checked for Xf (i.e Maxwell® RSC PureFood GMO and Authentication Kit-Promega). Both commercial kits tested, combined with automatized platforms, yielded better performance than the manual CTAB-based procedure. All laboratories participating to the PT proved to be highly proficient (values close to 100% for all performance criteria), regardless the procedure of extraction, the qPCR master mix and the amplification conditions used. However, some of the extraction methods used in few laboratories produced lower yield and quality of the total DNA recovered, thus producing higher values of quantitation cycle in qPCR. In conclusion, the TPS provided useful information on additional extraction procedures that can be used to efficiently detect the pathogen in different plant and insect matrices. While the PT provided hints on the efficiency of the diagnostic laboratories operating in 10 different EU/non-EU Countries.

    Abstract This study critically examines 20 years of geography and political ecology literature on the energy justice implications of climate change mitigation. Grounded in an expert guided literature review of 198 studies and their corresponding 332 case studies, it assesses the linkages between low carbon transitions—including renewable electricity, biofuel, nuclear power, smart grids, electric vehicles, and land use management—with degradation, dispossession and destruction. It draws on a framework that envisions the political ecology of low-carbon transitions as consisting of four distinct processes: enclosure (capture of land or resources), exclusion (unfair planning), encroachment (destruction of the environment), or entrenchment (worsening of inequality or vulnerability). The study vigorously interrogates how these elements play out by country and across countries, by type of mitigation option, by type of victim or affected group, by process, and by severity, e.g. from modern slavery to organized crime, from violence, murder and torture to the exacerbation of child prostitution or the destruction of pristine ecosystems. It also closely examines the locations, disciplinary affiliations, methods and spatial units of analysis employed by this corpus of research, with clear and compelling insights for future work in the space of geography, climate change, and energy transitions. It suggest five critical avenues for future research: greater inclusivity and diversity, rigor and comparative analysis, focus on mundane technologies and non-Western case studies, multi-scalar analysis, and focus on policy and recommendations. At times, low-carbon transitions and climate action can promote squalor over sustainability and leave angry communities, disgruntled workers, scorned business partners, and degraded landscapes in their wake. Nevertheless, ample opportunities exist to make a future low-carbon world more pluralistic, democratic, and just.

    Introduction: In current urban traffic, pedestrians attempting to cross the road at un-signalized locations are thought to mostly use implicit communication, such as deceleration cues, to interpret a vehicle’s intention to yield. There is less reliance on explicit driver- or vehicle-based messages, such as hand/head movements, or flashing lights/beeping horns. With the impending deployment of Automated Vehicles (AV), especially those at SAE Level 4 and 5, where the driver is no longer in control of the vehicle, there has been a surge in interest in the value of new forms of communication for AVs, for example, via different types of external Human Machine Interfaces (eHMIs). However, there is still much to be understood about how quickly a novel eHMI affects pedestrian crossing decisions, and whether it provides any additional aid, above and beyond implicit/kinematic information from the vehicle. The aim of this between-participant study, funded by the H2020 interACT project, was to investigate how the combination of kinematic information from a vehicle (e.g., Speed and Deceleration), and eHMI designs, play a role in assisting the crossing decision of pedestrians in a cave-based pedestrian simulator. Method: Using an existing, well-recognized, message for yielding (Flashing Headlights - FH) as a benchmark, this study also investigated how quickly a novel eHMI (Slow Pulsing Light Band – SPLB) was learned. To investigate the effect of eHMI visibility on crossing decisions, the distance at which each eHMI was perceivable was also measured. Results: Results showed that, compared to SPLB, the FH led to earlier crossings during vehicle deceleration, especially at lower approaching speeds, and smaller time gaps. However, although FH was visible earlier than SPLB, this visibility does not appear to be the only reason for earlier crossings, with message familiarity thought to play a role. Participants were found to learn the meaning conveyed by FH relatively quickly, crossing around 1 second earlier in its presence (compared to the no eHMI condition), across the three blocks of trials. On the other hand, it took participants at least one block of 12 trials for the new SPLB signal to affect crossing, which only accelerated crossing initiations by around 200 ms, compared to the no eHMI condition. The role of comprehension, long-term exposure, and familiarity of novel messages in this context is therefore important, if AVs are to provide safe, trustworthy communication messages, which will enhance traffic flow and efficiency.

    Objective To investigate pedestrians’ misuse of an automated vehicle (AV) equipped with an external human–machine interface (eHMI). Misuse occurs when a pedestrian enters the road because of uncritically following the eHMI’s message. Background Human factors research indicates that automation misuse is a concern. However, there is no consensus regarding misuse of eHMIs. Methods Sixty participants each experienced 50 crossing trials in a Cave Automatic Virtual Environment (CAVE) simulator. The three independent variables were as follows: (1) behavior of the approaching AV (within-subject: yielding at 33 or 43 m distance, no yielding), (2) eHMI presence (within-subject: eHMI on upon yielding, off), and (3) eHMI onset timing (between-subjects: eHMI turned on 1 s before or 1 s after the vehicle started to decelerate). Two failure trials were included where the eHMI turned on, yet the AV did not yield. Dependent measures were the moment of entering the road and perceived risk, comprehension, and trust. Results Trust was higher with eHMI than without, and the −1 Group crossed earlier than the +1 Group. In the failure trials, perceived risk increased to high levels, whereas trust and comprehension decreased. Thirty-five percent of the participants in the −1 and +1 Groups walked onto the road when the eHMI failed for the first time, but there were no significant differences between the two groups. Conclusion eHMIs that provide anticipatory information stimulate early crossing. eHMIs may cause people to over-rely on the eHMI and under-rely on the vehicle-intrinsic cues.     Political frameworks and policies have a strong influence on the institutional ecosystem and on governance patterns, which in turn shape the operational space of civil society initiatives. This article aims to explore the social and institutional conditions and policy initiatives that foster or hinder social innovation and the pathways leading from social innovation to institutional change through to actual impacts on policies and political frameworks, in order to understand how policymakers can encourage and enable social innovation. The article builds on an extensive empirical background to develop a heuristic model to facilitate decision making for a policy environment propitious for the emergence of social innovation. The resulting model sets up a triadic configuration of (i) a committed core of key actors, (ii) the benevolent shadow of hierarchy represented by public actors, and (iii) multifunctional and malleable intermediary support structures for a successful development of social innovation initiatives. The model is discussed and validated by reference to three in-depth case studies from differing institutional settings. We conclude that policy should recognize that social innovation will achieve most when the triadic relationships between the state, intermediary organizations, and local actors are working together synergistically.

    Abstract Background Evidence-informed decision-making and better use of scientific information in societal decisions has been an area of development for decades but is still topical. Decision support work can be viewed from the perspective of information collection, synthesis and flow between decision-makers, experts and stakeholders. Open policy practice is a coherent set of methods for such work. It has been developed and utilised mostly in Finnish and European contexts. Methods An overview of open policy practice is given, and theoretical and practical properties are evaluated based on properties of good policy support. The evaluation is based on information from several assessments and research projects developing and applying open policy practice and the authors’ practical experiences. The methods are evaluated against their capability of producing quality of content, applicability and efficiency in policy support as well as how well they support close interaction among participants and understanding of each other’s views. Results The evaluation revealed that methods and online tools work as expected, as demonstrated by the assessments and policy support processes conducted. The approach improves the availability of information and especially of relevant details. Experts are ambivalent about the acceptability of openness – it is an important scientific principle, but it goes against many current research and decision-making practices. However, co-creation and openness are megatrends that are changing science, decision-making and the society at large. Against many experts’ fears, open participation has not caused problems in performing high-quality assessments. On the contrary, a key challenge is to motivate and help more experts, decision-makers and citizens to participate and share their views. Many methods within open policy practice have also been widely used in other contexts. Conclusions Open policy practice proved to be a useful and coherent set of methods. It guided policy processes toward a more collaborative approach, whose purpose was wider understanding rather than winning a debate. There is potential for merging open policy practice with other open science and open decision process tools. Active facilitation, community building and improving the user-friendliness of the tools were identified as key solutions for improving the usability of the method in the future.

    Abstract Modern energy systems have tended towards centralized control by states, and national and multinational energy companies. This implicates the power of elites in realizing low-carbon transitions. In particular, low-carbon transitions can create, perpetuate, challenge, or entrench the power of elites. Using a critical lens that draws from geography, political science, innovation studies, and social justice theory (among others), this article explores the ways in which transitions can exacerbate, reconfigure or be shaped by “elite power.” It does so by offering a navigational approach that surveys a broad collection of diverse literatures on power. It begins by conceptualizing power across a range of academic disciplines, envisioning power as involving both agents (corrective influence) and structures (pervasive influence). It then elaborates different types of power and the interrelationship between different sources of power, with a specific focus on elites, including conceptualizing elite power, resisting elite power, and power frameworks. The Review then examines scholarship relevant to elite power in low-carbon transitions—including the multi-level perspective, Michel Foucault, Antonio Gramsci, Anthony Giddens, Karl Marx, and other contextual approaches—before offering future research directions. The Review concludes that the power relations inherent in low-carbon transitions are asymmetrical but promisingly unstable. By better grappling with power analytically, descriptively, and even normatively, socially just and sustainable energy futures become not only more desirable but also more possible.
